Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

The purpose of this position is to lead construction crews to perform general and skilled construction duties in rural Alaska; involves leadership and hands-on skills in construction. This position is two tiered and provides a career path for employees to move into supervisory or other trades in the construction department at DEHE/ANTHC.

Responsibilities:

Under the supervision of a Superintendent, leads crews of various sizes in the installation and rehabilitation of sanitation facilities throughout the State of Alaska.

Level II employees show demonstrated success in leading a crew, perform higher level, complex, and responsible tasks within this position, and generally work with minimum supervision and follow-up from their supervisor.

Performs a variety of heavy and light manual labor tasks and provide assistance to tradesmen as necessary.

Directs the moving and handling of supplies, equipment, building materials, etc. Directs the loading and unloading from vehicles, boats, barges, and planes.

Coordinates with Tradesmen in leading crew members to carry materials and tools, pull wire, hold pipes, position pipe, and/or install underground utilities.

Directs crews in the clean-up of work areas and removal of trash and debris.

Observes and complies with all federal, state, and local ordinances, and the ANTHC standards of conduct.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

· Skill in leading construction crews of various sizes

· Skill in organizing work crews to perform their duties in an efficient productive manner

· Skill in reading and understanding technical drawings and specifications

· Skill in administrative duties, documentation, daily reporting, testing requirements

· Skill in the use of tools used by various Tradesmen.

· Knowledge of computers, and various computer programs

· Knowledge of State and Federal construction safety guidelines

· Knowledge of rural Alaska logistics, conditions, and construction materials.

· Knowledge of cold weather construction.

· Knowledge of Alaska Native cultures.

· Knowledge and abilities as a leader to instruct other workers in several or all of the following areas:

• Carpentry

• Heavy Equipment Operation and/or Mechanic

• Plumbing

• Electrical

• Pipe/Utility Installation – Water and Sewer

• Concrete Work

• Welding

MINIMUM EDUCATION QUALIFICATION

A high school diploma or GED equivalent.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Four (4) years of relevant construction experience. An equivalent combination of relevant education and/or training may be substituted for experience.

AND

Supervisory - Two (2) years of supervising crews of Four (4) or more in construction related activities with little or no supervision.

PREFERRED CERTIFICATION QUALIFICATION

Certifications in other trades, plumbing, pipe laying, carpentry, heavy equipment.

ADDITIONAL REQUIREMENTS

Valid State Driver’s license is required or must be obtained within six (6) months from hire date.

WORKING CONDITIONS

The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.

· Position is physically demanding and requires lifting and carrying equipment and supplies up to 50 pounds.

· Work may occur in uncomfortable positions, while frequently bending, reaching, stretching, crouching, and climbing.

· Work occurs mostly outdoors in all types of weather and field conditions such as rain, fog, snow, mud, and cold weather.

· Extensive travel to rural communities in small single engine airplanes is required.

· Time on site may vary from several weeks for small jobs to several months for larger jobs.
