Summary:
Under direction of the Director of Procurement and Contracting, provides contract administration for support service areas by directly working with stakeholders to successfully plan, fund, approve, and execute service and contractor contracts that support the priorities of the organization, with a focus on improvements to processes, business tools and timely delivery for impacted projects or operations.
Responsibilities:
Collaborates with Contracting department and Senior Contract Administrator on solicitation vehicles, procurement strategy, visibility, reporting and roadblocks.
Department specific primary point of contact for Scopes of Work (SOWs) development; calculating and developing the pre-solicitation estimates identifying members to serve on contract evaluation committees as needed; participation in negotiating the contracts; and coordinating for Notices to Proceed.
Submission of requisitions to support funding, period of performance modifications with validation of GL coding to minimize re-work and re-classes. Engages with department stakeholders, Contracting and Vendors to support and facilitate appropriate contract line builds in conjunction with vendor invoicing to promote accuracy with AP invoices relative to agreements.
Supports strategic discussions with stakeholders, Senior Contract Administrator and Contracting Department on approach, solicitation planning, etc. Coordinates with Senior Contract Administrator and Contracting Department to prepare executive level summaries for agreements required to go to Leadership / Board for approval.
Supports and facilitates monthly operating reviews with Division Leadership and Controllers.
Works with appropriate stakeholders, staff, and leadership to develop service delivery standards that optimally support the delivery of the highest quality healthcare and support services to patients and other internal and external customers. Actively searches for combination and economy of scale opportunities within assigned department / division.
Engages and coordinates with Senior Contract Administrator, Group Purchasing Organization (Premier / HRS) and contracting / SCO Leadership on category management. Engages and supports current KPIs for Contracting efficiencies and develop KPIs specific to contractual and departmental needs as necessary.
Provides independent performance evaluation to ensure that contractor is in compliance with legal requirements, owner specifications and government regulations to include federal, state, tribal, and local rules and regulations, including the inspection and monitoring of compliance provided by contractors.
Monitors and administers the contracts to support timely billings and payments, to include invoice validation, audit and approval, as well as initiating and coordinating contract amendments for entire department / divisions. Monitors and prepares spend analysis on professional service agreements in departments / divisions. Engages with Senior Contract Administrator on strategic procurement planning for high-visibility agreements within responsibility area.
Engages with stakeholders, Sr. Contract Administrator and Contracting on systemic upgrades, changes and process efficiencies. Engages with contract owners to review and make recommendations for contract performance, specifically responsible for tracking and adjusting for adherence to scope, schedule, and budget to ensure timely deliverables and efficient delivery of contracted services.
Engages with Senior Contract Administrator and Contracting to support changing requirements, upcoming needs and operational excellence for agreements in place.
Maintains detailed and organized files, effectively submitting and managing data, preparing contract communication, and written reports on contractor performance and an audit/accreditation file as required.
Prepares and disseminates information to appropriate employees regarding contract status, facilitate contractor meetings. Coordinate contact changes to support business and service expansion projects that impact support services.
Performs special projects as needed and other duties as assigned.

Minimum of 3 years’ experience in managing vendor relationships and contract management
PREFERRED EDUCATION QUALIFICATION
A Bachelor’s degree in Business Management, Project Management or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
