Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

Under limited supervision, provides routine project management for the planning, design, construction and maintenance of health and related facilities for the Alaska Native Tribal Health Consortium. Works with staff members and other stakeholders to successfully plan and execute projects that support the priorities of the organization while ensuring that projects are completed on schedule.

Responsibilities:

Provides project management, design and coordination services for the planning, design, and construction of facilities projects while using prescribed tools and documents as required to coordinate and manager projects. Successfully manages the scope of the project, including client priorities and expectations of product and services, ensuring customer satisfaction.

Tracks the day-to-day activities required to ensure projects are completed on time, successfully, and in a manner consistent with organizational goals, departmental policies, and/or the standard terms and conditions of the contract, if applicable. Review field design changes. Identifies, researches, and suggests resolution processes for emergent problems.

Serves as the lead contact for internal and external customers on assigned projects to coordinate and communicate requirements and commitments to assigned staff in all aspects of the planning, design and implementation of complex projects. Manages the integration of vendor tasks and tracks/reviews vendor deliverables. Participates with other project managers in standards development, educational sessions and process improvement projects.

Forecasts costs and resources needed and successfully secures skilled staff from resource managers. Develops budgets and tracks invoicing as appropriate. Researches technical specifications for material and equipment purchases. Establishes and communicates timelines and schedules for executing projects, provisioning them, and moving in tenants. Initiates the bidding and contract activities.

Ensures compliance with local, state and federal rules, regulations, and permit requirements. Initiates intermittent and final inspection of facilities.

Maintains current working knowledge with the current adopted IBC, 2012 NFPA 101 Life Safety Code, the Joint Commission Life Safety and Environment of Care Standards of Care, and the CMS Conditions of Participation.

Executes development of project scope and objectives. Executes the development of detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

· Knowledge of applicable environmental health statutes, rules, regulations, ordinances, codes administrative orders and other operational guidelines and directives. · Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics. · Knowledge of principles and practices of design, construction, engineering and project management. · Skill in assessing and prioritizing multiple tasks, projects and demands. · Skill in establishing and maintaining effective working relations with co-workers, contractors, and representatives from other local, state and Federal organizations. · Skill in operating a personal computer utilizing a variety of software applications including but not limitied to: Project Management, Scheduling and Auto CADD software. · Skill in design and layout of project logistics. · Skill in reading and evaluating technical drawings and schematics.

· Skill in oral and written communication.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s Degree in construction management, engineering or related field from an Accreditation board of engineering and technology (ABET) accredited university or college program. An equivalent combination of relevant education and/or training may be substituted for a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory - Four (4) years project management work experience. An equivalent combination of relevant education and/or training may be substituted for experience.

ADDITIONAL REQUIREMENTS · Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas. · A valid Alaska Driver’s License with a clean driving record is required.
