Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

Summary:

With limited oversight, manages building, equipment and vehicle maintenance staff. Oversees the maintenance activities of facilities systems.

Responsibilities:

Provides leadership, direction, and guidance in policies and procedures to assigned staff. Sets goals and priorities and assigns tasks and projects accordingly. Develops training plans and ensures employees have necessary skills to perform duties. Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Ensures adequate staffing, coverage, and scheduling for department operations.

Inspects facilities; determines maintenance and repair needs; coordinates preventive maintenance and repairs of equipment and facilities. Maintains record of work performed and prepares periodic reports as required. Assures compliance with all safety rules and regulations.

Participates in divisional planning and administrative committees as assigned. Analyzes the departments’ processes, initiatives, and results. Coordinates and collaborates the departments’ services with other agencies and departments to resolve concerns and conflicts.

Supervises maintenance of facilities and equipment. Maintains supplies inventory.

Plans and assures project deadlines and performance standards are met.

Reviews the work of the assigned staff to verify work quality and the timely accomplishment of assigned duties and responsibilities.

Manages special projects as required; researches scope of project, assigns resources, and monitors progress of staff.

Performs other duties as assigned or required.

KNOWLEDGE and SKILLS

· Knowledge of national and local building codes and safety standards.

· Knowledge of heating, ventilation, air conditioning, electrical, plumbing and carpentry trade maintenance procedures.

· Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.

· Skill in effectively managing staff, and delegating tasks and authority.

· Skill in the use of tools, materials, and equipment used in facility maintenance.

· Skill in oral and written communication.

· Skill in managing multiple priorities and tasks concurrently and meeting deadlines.

· Skill in establishing and maintaining cooperative working relationships with others.

· Skill in operating a personal computer utilizing a variety of applications.

MINIMUM EDUCATION QUALIFICATION

Bachelor’s degree in engineering, project or construction management or in a related field.

OR

Completion of a formal apprenticeship program typically requiring a combination of 6000 - 8000 hours (depending on which trade) of education, practice, and/or on-the-job training and leading to a journey-level designation.

An equivalent amount of education, training, and/or experience may be substituted for education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory - Eight (8) years of skilled multidisciplinary craft work experience. An equivalent combination of relevant education, facilities maintenance/construction management, and/or training may be substituted for experience.

AND

Supervisory - Four (4) years supervisory or leadership experience.

MINIMUM CERTIFICATION QUALIFICATION

Must have and be able to maintain a valid Alaska’s driver’s license. Must meet insurance standards and maintain insurability under ANTHC’s insurance program. If personal automobile is used for ANTHC business, proof of automobile insurance at statutory limits must be provided. Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.
