Summary:
Responsibilities:
- Develops and manages strategies to assure effective procurement, risk and contract planning and analysis. Reviews ANTHC strategies, translating business strategies into appropriately executed procurement processes.
- D evelopment of a three-to-five-year procurement plan that encompasses known strategic initiatives and projects, operational expense and capital, that will allow for appropriate planning, sourcing, and leverage all available pricing and solicitation paths to provide best possible value.
- E xercises independent analysis, critical thinking and judgment and a high degree of adaptability to develop innovative approaches for resolving complex contracting, procurement and insurance risk issues.
- L eads organizational insurance risk taking / mitigation strategies.
- P eriodically reviews both internal and external facing insurance requirements that could impact operations, agreements or policy.
- M onitors and reviews local, regional, national and tribal trends in contracting, procurement and risk management and recommends appropriate strategies to executive leadership. Monitors information to identify trends and indicators that may affect business risk in areas of responsibility.
- P roactively engaged on 2CFR procurement and other funder guidance updates that impact ANTHC’s procurement policy, grants and subaward requirements.
- S upport the CFO as needed by providing insight into the strategic direction of ANTHC. Ability to anticipate the needs of the CFO and executive leadership team.
- D evelop effective relationships across the organization while adhering to the organization’s core values.

- F oster an environment of collaboration between Supply Chain Operations resources at ANTHC that will allow for more cross-functional Contracting and Procurement support of Consortium wide requirements and business needs.

- S upport grant improvement processes including ensuring areas of responsibility are operated in compliance with federal guidelines, with specific focus on subawards (federal pass-through) compliance sub-recipient monitoring.
- R esponsible for improving the financial reporting, including key estimates for contracts pending, if services/costs have been incurred.
- E ngagement with divisional and department leadership to support ANTHC margin management goals.
- T he position will participate in developing/assessing various business development opportunities that may arise.
- E nsures that established procurement policies, rules, regulations and agreements are followed. E nsures that all department processes and procedures are appropriately documented and complied with.
- E nsures compliance with ancillary policies to the ANTHC Procurement Policy – ANTHC Board Authority, ANTHC Credit Card Policy.
- E ngage with Divisional stakeholders around Board Authority Policy requirements to ensure contractual compliance and timely approvals of agreements falling under the parameters of the Board Authority Policy. Administers and ensures compliance with ANTHC Credit Card Policy, approves new credit card requests, supports cardholder audit and reconciliation requirements.
- S upports Direct Patient Care contractual requirements (Quality Metrics) identified by CMS / JACHO. Engages with clinical department leadership on patient care agreements for training and understanding of requirements. Support surveyor visits and audits of patient care agreements and is able to speak to QPMs and agreement status to surveyors. Actively coordinates the tracking of ANMC / SCF patient care agreements supporting the accredited campus.
- C ollaborate with Executive management and lead contracting and procurement components of ERP (Enterprise Resource Planning) and EHR (Electronic Health Record) including enhancements, automation, and utilization of technology to enhance reporting and accuracy. Focusing on efficient, compliant, repeatable processes that are not customized in the ERP system but configured.
- C ollaborates with Key Executives in heavy capital spend areas such as Facilities, HIT (Health Information Technology), EHR, ERP, leads development of Strategic Procurement Strategies Lead the completion of technical memos for changes in procurement, contracting and insurance risk regulations/standards including the implementation requirements and estimated impact.
- Authentically leads team with a focus on culture including engaging staff, providing proper training and tools, and developing strong succession plans throughout the various departments.
- D evelop methods to track key performance metrics and related plans to improve those metrics to better support the organization, including improving the planning, reducing the time to contract completion, increase the effectiveness of the RFP process, non-competitive justification usage, and report out on key decisions and related risks. Additional key performance metrics should be delineated by division and/or leader to help provide guidance and recommendations as to areas of improvement.
- D evelop Executive level reporting methodology with a focus on high impact agreements (high value, patient satisfaction, high visibility, impact to HCAHP scoring).
- D evelop supporting procurement and risk strategies for high impact agreements while also considering continued outsourcing or insourcing to be included in quarterly and long term procurement and risk plans. Lead organization solicitation and negotiating processes necessary to support organizational strategies.
- S upport CFO and executive team in other duties as assigned.
