POSITION TITLE AND DEPARTMENT:
Victim Services Program Manager with Department of Healing and Wellness
POSITION LOCATION:
Based in St. Paul Island, Alaska.
POSITION CLASSIFICATION AND HOURS:
Regular Appointment Full-Time; 40 hours per week.
JOB SUMMARY:
The Victim Services Program Manager, reporting to the Healing and Wellness and Department of Safety and Peace Director, is responsible for planning, directing, implementing, and evaluating the operations of the Victim Services programs. The Program Manager is also responsible for oversight of the Victim Services grants, including reporting, budget management, and meetings. This role includes oversight of on island service facilities, coordinating any needed maintenance, and consulting extensively with the Tribal Council, Tribal President, department staff, the public, and external agencies. The Program Manager supports personnel actions and provides daily supervision to department staff, ensuring the successful administration and leadership of all programs. Responsibilities encompass fostering staff development, recommending training, reviewing documentation for compliance, and ensuring high-quality service delivery. This position can be based in St. Paul Island or Anchorage. If the Program Manager is based in Anchorage quarterly travel to St. Paul Island is required to perform essential job functions.
In addition, the Program Manager leads community outreach and educational initiatives focused on prevention and intervention strategies, develops and maintains program services and supplies, facilitates cultural and educational activities, and collaborates with the Directors to identify grant opportunities and manage grant-related activities.
The position requires professionalism, tact, and a neat appearance, as well as adherence to all federal, state, and tribal regulations and policies. Representing the agency publicly, the Program Manager upholds and promotes the mission within the community and throughout the state.
ESSENTIAL RESPONSIBILITIES AND FUNCTIONS:
The following are essential job responsibilities and functions of the Victim Services Program Manager:
1. Provide accurate information to the public about programs and services.
2. Greet and assist community members over the phone and in person.
3. Compile and prepare monthly and annual activity reports.
4. Review and submit staff timesheets, leave requests, and training plans.
5. Procure and manage program supplies.
6. Perform other duties as assigned.
7. Maintain confidentiality in compliance with HIPAA and 42 CFR regulations.
8. Provide crisis support as needed.
9. Ensure secure handling of confidential records and information.
10. Model appropriate behavior and maintain professional boundaries.
11. Document all services provided and complete monthly reports for grants.
12. Attend and actively participate in staff meetings, training sessions, and conferences.
QUALIFICATIONS:
1. Must have a high school diploma or GED.
2. Valid State Drivers license and clean driving record.
3. First Aid/CPR within 90 days of hire.
4. Trauma Informed training/Dept of Justice Financial Management training within 90 days of hire.
5. Experience with supervision of employees
6. Immediate to advanced computer skills
7. Experience with Federal Grants preferred but able to train as needed.
8. Must be free of any felony convictions.
9. Must be free of misdemeanor convictions involving children or youth.
10. Must be free of misdemeanor convictions involving domestic violence.
11. Must be free of any charges in the last six (6) years of driving while intoxicated or driving under the influence of drugs or alcohol.
12. Must agree to be subject to a thorough background investigation and personal interviews by the ACSPI Human Resources and DHW personnel, including be subject to fingerprinting and a search of local, state, and national records and fingerprint files.
13. Must be free from illegal drug use, or abuse of legal drugs that impair mental or physical performance, for the past five (5) years, as determined by interview and medical testing.
14. Must abide by the ACSPI’s alcohol and drug free workplace policies and submit to a pre-employment alcohol and drug test.
SALARY AND BENEFITS:
This is an hourly position ranging from $32.00 - $45.00 an hour, depending on education, experience, and skills. Benefits include, Paid Time Off (Starting at 6 hours per pay period/156 hours per year); 18 Paid Holidays; Health Benefits; 401K; Employee Education Assistance.
