The Licensed Child-Placing Agency Administrator (LCPAA) is responsible for overseeing the operations and regulatory compliance of the AFTER-Agency Services, ensuring that we provide excellent child placement services in alignment with Texas HHSC Minimum Standards, Department of Family and Protective Services (DFPS) Residential Child-Care Contractual Requirements, and other applicable regulations. The LCPAA will provide leadership, strategic direction, and operational management for our foster care and adoption programs. This position requires a strong understanding of child welfare, excellent management skills, and a commitment to improving the lives of children and families in the foster care system.
Key Responsibilities :
Leadership & Staff Management
- Lead and supervise the daily operation of the agency, including managing a team of caseworkers, social workers, and administrative staff.
- Provide mentorship, support, and training to ensure staff are well-equipped to meet the needs of the children and families we serve.
- Develop and implement agency policies and procedures that promote efficient and effective operations, in compliance with Texas HHSC Minimum Standards, DFPS Residential Child-Care Contractual Requirements, and other regulatory guidelines.
Compliance & Regulatory Oversight
Ensure the agency operates in full compliance with Texas Health and Human Services Commission (HHSC) regulations, DFPS Residential Child-Contractual Requirements, and other applicable quality care standards.Regularly review agency practices, including documentation and service delivery, to ensure compliance with licensing requirements.Prepare for and coordinate agency audits and inspections by state and regulatory agencies.Maintain the agency's licensing and certification requirements.Program Development & Service Delivery
Oversee the design, implementation, and evaluation of child placement programs, including foster care and adoption services.Ensure that all children placed through Alice Foster Transition Enterprise Resources receive appropriate care, services, and support, including medical, educational, and therapeutic interventions.Monitor and improve the quality of service delivery, ensuring that best practices in child welfare and trauma-informed are applied.Advocate for children's needs and ensure individualized case plans are developed and implemented effectively.Administrative Management
Administrative tasks include reporting, record-keeping, and maintaining confidential client files per legal and ethical standards.Community & Stakeholder EngagementBuild strong relations with community partners, service providers, and regulatory agencies.Advocate for the agency's programs and services, promoting positive relationships within the child welfare system.Represent Alice's Foster Transition Enterprise Resources in meetings, conferences, and public events as necessary.Qualifications :
Education & Licensure
Master's degree in Social Work (MSW), Psychology, Social Services, or a related field.A current and valid Texas Child-Placing Agency Administrator (LCPAA) Licenses.At least five (5) years of professional experience in the child welfare field, with at least two (2) years in a supervisory or management role.Must be able to pass a background check and have a valid Driver's License.Experience & Skills
