Primary Purpose:
Responsible for the overall management of the district’s curriculum, instruction and school leadership functions. Lead the strategic planning and implementation of curriculum and instruction programs. Ensure that the development and delivery of curriculum and instructional programs are effective and efficient, incorporate district goals, and support student achievement.
Qualifications:
Education/Certification:
- Master’s degree with valid Texas Mid-Management/Principal certificate
Special Knowledge/Skills/Abilities:
- Demonstrated skill as instructional leader
- Multi-level administrative experience or supervision
- Knowledge of curriculum and instruction
- Ability to interpret data and evaluate instructional programs and teaching effectiveness
- Ability to manage budget and personnel
- Ability to implement policy and procedures
- Strong organizational, communication, public relations, and interpersonal skills
Experience:
- Five (5) years of successful principal experience
- Ten (10) years administrative experience preferred
Major Responsibilities and Duties:
Instructional and Program Management
- Determine long and short range goals for the Curriculum, Instruction and Leadership Division.
- Preside over meetings involving the central instructional leadership within the Division of Instruction to provide leadership in the areas of curriculum, instruction and leadership.
- Initiate research designed to evaluate and improve educational programs.
- Oversee the development and delivery of curriculum, instructional, and leadership programs that incorporate district goals and support student achievement.
- Lead the district-level decision-making process to establish and review the district’s goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.
- Monitor and reevaluate instructional programs on an ongoing basis using input from teachers and principals, applied research, and student data to determine effectiveness and improve outcomes. Recommend changes and adjustments where appropriate.
- Ensure that the necessary time, resources, materials, and technology to support accomplishment of education goals are available.
- Collaborate with curriculum specialists, principals, teachers, and other instructional staff to develop, maintain, and revise curriculum documents based on a systematic review and analysis.
- Engage instructional staff in evaluating and selecting instructional tools and materials to meet student learning needs.
- Actively support and monitor the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
- Participate in the implementation of the designated teacher appraisal system.
- Lead and serve on district-level committees.
Policy, Reports, and Law
- Ensure compliance with policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
- Compile, maintain, and file all reports, records, and other documents as required.
- Works with district staff to develop student enrollment projections and staffing allocations.
- Work with district personnel regarding the development of educational specifications for programs and facilities.
- Stay abreast of current research and best practices in curriculum and instruction and adjust plans, policies, and procedures accordingly.
School Leadership
- Provide organizational leadership to instructional leaders.
- Develop, recommend, implement, and evaluate long-range plans and projects.
- Ensure that the district obtains and uses evaluative findings (including student achievement data) to examine curriculum and instructional program effectiveness in the all curriculum areas.
- Assure there is a process to secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives when needed.
- Give guidance to the Professional Learning Department on the professional learning needs required to teach and grow current and aspiring campus administrators to meet the needs of the Alief students and community with high caliber instructional leaders.
- Promote a positive district climate through effective team building, group dynamics, and change strategies.
- Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (academic excellence indicators).
Budget
- Screen the budget development of the departments within the Division of Instruction.
- Develop and administer the curriculum and instruction budget based on documented program needs and ensure that operations are cost effective, and funds are managed prudently.
- Oversee the development of the School Leadership budget and ensure that operations are cost effective and funds are managed prudently.
Personnel Management
- Conduct an annual summative evaluation of the Chief of Schools; Chief of School Improvement & Accountability; Executive Director of Elementary, Executive Director of Secondary, Director of Strategic Support; Director of Special Education and Director of Counseling.
- Evaluate job performance of employees to ensure effectiveness.
- Prepare, review, and revise job descriptions in Curriculum, Instruction, and School Leadership departments as needed.
- Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
Communication
- Ensure that established goals and expectations related to implementation of the curriculum and instruction programs are communicated clearly, consistently, and in a timely manner.
- Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, and community members.
- Prepare and deliver written and oral presentations on curriculum and instruction issues to the board, principals, teachers, parents, and community groups. Attend regular meetings of the board.
Professional Development.
- Oversee staff development programs and ensure that effective activities that support instructional programs, incorporate input from teachers and principals, and are consistent with the district’s mission are provided.
Community Relations
- Articulate the district’s mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing district’s mission.
- Demonstrate awareness of district-community needs and initiate activities to meet those needs.
- Use appropriate and effective techniques to encourage community and parent involvement.
- Attend, participate, and at times facilitate community events and projects at public, social and business gatherings.
Other
- Follow district safety protocols and emergency procedures.
- Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
- Implement alternative methods of instruction as needed.
- Perform other duties as assigned.
Supervisory Responsibilities
Supervise, evaluate, and recommend the hiring and termination of instructional supervisors and support staff in the Curriculum, Instruction, and School Leadership Department. Direct report responsibilities for Chief of Schools, Chief of School Improvement & Accountability, Executive Director of Elementary, Executive Director of Secondary, Director of Strategic Support, Director of Special Education, and Director of Counseling.
Evaluation
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Deputy, Area and Assistant Superintendent Level Personnel.
