Primary Purpose:
Provide technical expertise, project management and budget control for bond-related and other construction projects.
Qualifications:
Education/Certification:
- High school diploma or GED
- Some college or business school training preferred
Special Knowledge/Skills:
- Proficient in operating common office equipment and machines
- Available for emergency or overtime work
- Ability to use software to develop spreadsheets, databases, and do word processing
- Knowledge of computer programs and safety requirements for office operations
- Ability to multi-task numerous complex administrative activities
- Ability to prioritize workflow to address the multiple needs of the department
- Familiar with utility budgets, forecasting, and accounting practices
Experience:
- Experience in management of office procedures and personnel practices preferred
- Minimum of three (3) years’ experience working in the Alief Maintenance Department preferred
Major Responsibilities and Duties:
- Coordinate the Job Order Contracting Program including scopes of work, requests for proposals, review of costs proposed, permitting and inspection of the work.
- Coordinate the Construction Warranty Program including monitoring the computerized maintenance management system (CMMS) for work orders, scheduling contractors for warranty work and verifying work completion.
- Assist with preparation of monthly construction update for Bond Oversight Committee and Board of Trustees.
- Augment construction administration services for other construction department project managers.
- Coordinate construction project recordkeeping and filing of archival information.
- Coordinate departmental activities with other District offices and administrators and provide assistance to requesting departments.
- Follow District and department policies and procedures.
- Maintain a calendar of department activities and staff schedules and make appointments as required. Make meeting arrangements including arranging and setting up facilities and equipment as needed.

Personnel Management
- Analyze critical needs in assigned areas and work collaboratively to implement and improve programs.
- Coordinate and instruct the daily performance of office clerical support personnel.
- Coordinate job training for clerical support personnel.
- Participate in professional development that increases effectiveness and improves District performance.
- Maintain staffing records and assignments of department employees.
- Communicate with all staff to explain procedures to ensure effective operation of the department.
- Work cooperatively and congenially with other office personnel.
- Maintain confidentiality of information.
Accounting
- Perform routine bookkeeping tasks and maintain department budget records in an accurate manner.
- Order office supplies for department. Prepare purchase orders and payment authorizations as directed.
- Compile and report time records, including leave requests and reports. Prepare payroll data on department employees.
Other
- Follow district safety protocols and emergency procedures.
- Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
- Foster positive morale by participating in team building activities and the decision-making process.
- Performs other duties as assigned.
Supervisory Responsibilities:
Supervise assigned office clerical support personnel.
Evaluation:
Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Non-Instructional Paraprofessional Personnel.
