Position Summary:
We are looking for a Program Manager to serve a critical role in overseeing performance monitoring activities for All Chicago MHH partner agencies. The ideal candidate will have strong skills in staff development, project management and data analysis/visualization. The Program Manager will be responsible for leading a team to implement compliance and performance outcome monitoring processes that support partner agencies in performance improvement.

Position Responsibilities:
- Facilitate and project manage meetings with All Chicago program teams and partner agency staff to collaborate and coach on performance improvement efforts.
- Implement a data-driven performance management approach using data elements from the Homeless Management Information System (HMIS) to identify performance insights.
- Manage performance evaluation of Continuum of Care-funded partner agencies.
- Oversee performance outcomes and/or compliance monitoring activities for partner agency projects including those in IDHS Permanent Supportive Housing and Rapid Rehousing programs: data analysis, data visualization, file and document review, summarizing of insights, communication with program staff, and identifying and meeting technical assistance needs.
- Identify needs for capacity building based on findings from monitoring: technical assistance, training, and peer support.
- Oversee creation of technical assistance resources that support agencies in improving performance outcomes and/or compliance, including understanding how data translates to outcomes, what contributes to compliance and performance outcomes, and correcting data errors.
- Expand knowledge within All Chicago and the CoC related to compliance, data, and performance outcomes.
- Provides leadership that fosters work life balance, collaboration, and professional development.
- Respond to requests for information from All Chicago staff, partner agencies, and community members seeking resources and assistance.
Qualifications:
- Master’s degree in social work, Psychology, Social Justice or another related field is required. An equivalent combination of education and experience will also be considered.
- Possessing 4-6 years of experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
- Experience with HUD-funded programming, Coordinated Entry and/or the Homeless Management Information System (HMIS) is preferred.
- Strong skills in data analysis and visualization. For example, skills in using formulas, conditional formatting, pivot tables, power query and graphs. Ability to think critically about data and identify insights from it.
- Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
- Ability to prioritize, meet deadlines and manage changing priorities.
- Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
