Summary:
The Intelligence/PREA Investigator is responsible for gathering, analyzing, and disseminating intelligence to ensure the safety and security of Batavia Federal Detention Center. This role involves monitoring inmate activities, identifying potential threats, and collaborating with law enforcement agencies to prevent criminal activities within the detention center.
The salary for this position is $103,542 - $109,542/year.
Please note this position is contingent upon contract award.
Essential Duties and Responsibilities: (including but not limited to)
- Collect information on potential threats, including gang activities, escape plans, drug smuggling, and other criminal activities.
- Analyze collected data to identify patterns and trends that could indicate security threats.
- Monitor and investigate suspicious activities to prevent incidents before they occur.
- Work with law enforcement and other agencies to share intelligence and coordinate security efforts.
- Provide training and guidance to Detention officers on recognizing and responding to security threats.
- Prepare detailed reports on intelligence findings and security assessments.
- Monitor and address issues related to radicalization and extremism within the facility
- Ensure that intelligence related to national security is effectively shared with relevant agencies.
- Conduct targeted prisoner debriefings to gather valuable intelligence and develop sources within the facility.
- Prepare and manage applications related to the Prison Rape Elimination Act (PREA) and Sexual Abuse and Assault prevention and Intervention (SAPPI).
- Provide expert advice and training to facility staff on matters related to security, extremism, and counter-terrorism.
- Incident Response: Assist in the response to security incidents, including coordinating with other agencies and managing intelligence operations2.
- Integrate with ICE Intelligence Agents and resources to stay current on everchanging gang tattoo identification and national and local gang activities.
- Perform comprehensive audits of the facility to ensure compliance with PREA standards. This includes reviewing policies, procedures, and practices; interviewing staff and inmates; and inspecting physical facilities.
- Assist in the Development, revision, and implementation of policies and procedures that ensure compliance with PREA standards.
- Provide training to staff and inmates on PREA standards and the facility's sexual abuse and harassment prevention and response policies and procedures.
- Coordinate with facility staff and external agencies to ensure appropriate response to reported incidents of sexual abuse or harassment.
- Prepare detailed reports on audit findings, incident responses, investigations, and compliance status. Make recommendations for improvements as necessary.
Knowledge and experience in criminal investigation techniques and procedures, fact finding witness interview techniques, basic crime scene investigation skills to include the gathering and preserving of evidence under the supervision of ICE investigators.
Minimum Qualifications:
- Must be at least 21 years of age
- High School Diploma or equivalent
- Required to possess all New York State DOS Security License before hire.
- AA degree in and two years Corrections, Criminal Justice, law enforcement, military or related fields or 3 years law enforcement or criminal investigation experience.
- Previous experience in a correctional or detention setting.
- Knowledge of PREA standards and compliance requirements.
- Valid Driver’s License with clean driving record, able to drive company vehicles.
- Must be a US citizen or a person lawfully admitted into the US for permanent residence
- Must have resided in the U.S. for the last five years (unless abroad on official U.S. government duty)
- Must meet ACA and 2011 PBNDS (2016 Revision) requirements
- Must have in-depth knowledge of ACA standards and 2011 PBNDS (2016 Revision) requirements.
- Have at least three (3) years general experience that demonstrates the following:
- The ability to greet and deal tactfully with the public and detainees.
- Capability of understanding and applying written and verbal orders, rules, and regulations. All personnel shall be literate and be able to interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports
- Good judgment, courage, alertness, an even temperament, and render satisfactory performance through knowledge of his/her position responsibilities.
- Ability to maintain poise and self-control during situations that involve mental stress, such as fires, explosions, civil disturbances, and building evacuations.
- Knowledge and experience in criminal investigation techniques and procedures, fact finding witness interview techniques, basic crime scene investigation skills to include the gathering and preserving of evidence under the supervision of ICE investigators.
- Must maintain current/physical residency in the continental US
- Pass a drug screen
- Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment and annual thereafter
- Ability to communicate clearly and effectively both orally and in writing.
- Computer skills including proficiency in various Microsoft Office Suite programs such as Word, Excel, PowerPoint
- Organizational skills commensurate with position
- To obtain and maintain a favorable determination from a US government background screening.
Preferred Qualifications:
- The ideal candidate will have actual ICE detention experience or corrections Intelligence and investigation experience.
- Proficiency in Spanish language.
- Batchelor’s degree in associated field.
Supervision
No supervision with this position.

Working Environment:
The work environment characteristics described in this job description are representative of those an employee encounters while performing the essential duties and responsibilities of this job. Work is performed in a detention environment may be subject to temperature and noise level changes.
Work areas will include all areas of the secured facility, and often works alone. Works where slips & trips may occur frequently and often exposed to sharp objects. Is often exposed to blood borne pathogens. Exposed to maximum heat of 100 degrees, and cold of minimum 25 degrees with some noise and chemicals, in a moist or dry environment with exposure to sun, rain, and snow. Overall demands of this position are moderate.
Physical Demands (including but not limited to):
- May be required to bend and stoop frequently and occasionally kneel or crouch.
- Often climbs stairs and works with arms above the shoulder.
- Required to lift 50 lbs or less frequently and often lifts 50-65 lbs.
