Position Summary
This is a professional Human Resources position at the administrative level.
The employee in this class is responsible for all functions of the human resources and payroll for the Allegheny County Health Department. Major aspects of the work include general HR duties such as compliance, employee/labor relations, investigations, performance evaluation, training, recruitment, selection, certification, position classification, union contracts, payroll, compensation, and other human resources functions.
Work is performed independently under the supervision of the Human Resources Manager who reviews the work for adherence to policies and acceptable human resources management standards and for accomplishment of department objectives. This position is a supervisor which oversees four (4) total positions within the HR/Payroll team, presently titled: (direct) Workforce Operations Administrator I & People Operations Coordinator. There are two (2) Human Resources & Payroll Assistants which are directly supervised by the Workforce Operations Administrator I.

Leadership & Supervision
- Assist in the planning, organization and direction of departmental personnel management activities; develops and implements personnel policies and procedures.
- Directly supervise professional, technical and clerical support personnel.
- Contribute to the process of re-evaluating recruitment techniques and hiring processes
- Compile and execute overall communications on personnel management policies and procedures and staffing utilization to all levels of the organization and operating units.
- Process of personnel actions to ensure conformance with personnel policies and procedures and merit system rules, regulations and standards.
- Manages job requisition process workflow by auditing, confirming and reconciling positions (vacant & filled); reviews and processes various personnel actions (e.g. salary changes, hires, transfers, promotions, leaves, terminations, etc.) both manually and through established Human Resources systems.
- Liaison between Programs and Fiscal/Finance department for budgetary items, including the management and forecasting of labor needs
- Conducts workplace investigations related to a variety of employee issues and responds impartially and confidentially to telephone, email and in-person inquiries to assist with human resources related topics.
- Provides guidance and recommendations to department managers on strategic direction regarding varied, diverse, and complex employee relations matters.
- Coordinates recruitment, selection, orientation, position classification, compensation, employee and labor relations and training activities.
- Ensures compliance with local, state, and federal employment laws and regulations, collective bargaining agreements, and County policies and monitors legislative, technical, and professional trends impacting compliance.
- Develops, coordinates, and conducts orientation sessions, meetings, programs, seminars, etc. to disseminate relevant information and provide training opportunities.
- Coordinates training and development programs by assessing departmental and/or individual needs and recommending appropriate training.
- Works with the County Law Department on responses to complaints filed through external agencies (e.g., EEOC, PHRC, etc.)
- Meets and confers with employees and/or labor representatives to resolve personnel and labor relations problems.
- Analyze duties and responsibilities of positions and classifies them or recommends appropriate classifications
- Collaborative role in ensuring the integrity and maintenance of personnel files and records and directs the processing of personnel transaction involved in appointments, dismissals, pay changes, leaves of absence and other changes.
- Coordinates all functions within the processing of payroll including efforts with centralized county payroll, assists in the function for the department.
- Manages and updates the HR Manual/Standard Operating Procedures on an ongoing basis.
- Supervises professional, technical and clerical support personnel.
- Provides oversight in the areas of on-boarding, off-boarding, and contractor recruitment.
- Supervises the payroll functional for the department and coordinates efforts with centralized county payroll.
- Provides support to personnel management, with an emphasis on Leaves & Absences, including Workplace Accommodations and Workers Compensation
- Prepares correspondence in connection with recruitment and other personnel matters; compiles personnel reports.
- Responds to emergencies as assigned by the Health Department.
- Performs other duties as required or requested.
