What are the responsibilities and job description for the Part-Time Resident Services Coordinator position at Allegheny County Housing Authority?
Purpose: This part-time 25-hour/week, grant-funded position in the Resident Services Department will assist with social service activities for residents living in ACHA-owned and/or mixed-income public housing/mixed-income/tax credit developments.
Essential Job Functions:
1. Build Relationships with Residents
- Meets individually with residents to make assessments and appropriate referrals for services, such as health insurance, job training, job search, access to federal and state public benefits (for example Medicare, Social Security, Disability) financial issues, self-sufficiency
- Provide ‘Crisis Management’ – responds to immediate crises
- Establish and coordinate Career Work Link opportunities with Partner4Work availabilities assisting residents in job search success
2. Service Connection and Coordination
- Work with the property management team when a resident is identified as being in jeopardy of eviction and offer linkages and referral support to the resident
- Identify, assess, select, develop, and maintain referral partnership relationships with local service resource agencies
- Coordinate the delivery of services within the community service programs to provide provision of services tailored to the needs and characteristics of eligible residents, including adult education, career preparation, community service, recreational programming
- Train resident council officers
- Conduct resident council elections
- Assist in facilitating resident meetings and social activities
3. Program Development
- Guide resident leaders to establish a variety of resident service programs targeted at diverse populations, elderly, disabled, youth, children, families, young adults, etc.
- Plan programs and activities to promote self-sufficiency, community engagement, and financial stability
- Develop supportive professional relations with service providers and residents
- Research, write, and apply for grants to support existing programs and develop new programs
4. Support Property Management
- Work with Property Management in mediating conflicts between tenants and management, as well as unanticipated issues/ crisis
- Proactive in developing systems and communicating regularly with property management to avoid eviction, keep residents in compliance with lease requirements, and address any resident issues that may need the support of a social worker
5. Program Evaluation
- Consistently track and measure program goals to communicate to internal and external stakeholders.
- Analyze and utilize outcome data as the basis for continuous program improvement
- Monitor and evaluate the delivery, effectiveness, and impact of resident service programs
- Maintain written records and files, and client confidentiality.
- Conduct surveys to evaluate program effectiveness
- Prepare reports on resident service program activities
6. Performs other job-related duties as assigned
Position Requirements:
- Must report to work at the scheduled time, with few absences, and complete work in a timely, accurate, and thorough manner.
- Community social services knowledge and experience.
- Experience in securing grant funding and grant management.
- In-depth knowledge of social service providers and programs available in Allegheny County.
- Ability to communicate professionally, both verbally and in writing, with customers and staff.
- Ability to interact with people from a broad range of social and economic backgrounds
- Familiarity with dispute resolution concepts.
- Must possess and maintain a current, valid PA Driver’s license and use a personal vehicle.
- Proficient in the use of Adobe and MS software (Windows; Outlook; Word; PowerPoint; Excel; Access).
- Hard-working, dependable, well-organized, energetic, highly motivated, creative, and personable.
- Candidates must successfully pass a post-offer physical exam and drug screen, criminal background check, and Act 33/34 clearance.
- Must be able to work evening hours
Required Education/ Experience:
BA or BS in community or social service field preferred, college degree required. Demonstrated knowledge and experience in the provision of community social services, as well as grant writing, monitoring and reporting. Must be computer literate and proficient with PDF, Adobe, MS software, and all applications.
Physical Requirements:
Work is performed both in office settings and community settings. Must be physically able to access various physical locations on and off ACHA sites to attend meetings and/or training. Must be able to work in hot, cold, damp, or dusty areas. Must have a level of manual dexterity sufficient to allow for the operation of the personal computer, telephone, fax machines, calculator, etc. Ability to move, handle, or lift small objects around desk area, i.e. files, computer printouts, reports, calculator, office supplies, etc.
