JOB RESPONSIBILITIES:

In addition to the following, performs other related duties as required.

  • Assists with the administration of the Family Self-Sufficiency (FSS) Program in accordance with HUD guidelines; conducts outreach to ensure Section 8 Program participants are aware of the FSS program; determines eligibility and executes contracts of participation.

QUALIFICATIONS:

  • Any combination of training and work experience which indicates possession of the knowledge, skills, and abilities listed below. An example of an acceptable qualifications for this position:
  • Associate degree in Social Work, Counseling, or other related discipline from an accredited college/university, plus two (2) or more years experience providing direct services to clients, or equivalent combination of education and experience.

  • None.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

For purposes of O.R.C. 4167.

  • The employee is exposed to, must negotiate, use, or work with or in the vicinity of: upset or emotionally distraught individuals; chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); hazardous driving conditions (e.g., snow, sleet, ice, etc.)
  • Occasionally lifts objects ten (10) pounds or less; occasionally carries objects ten (10) pounds or less.

NOTE:

In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.

ESSENTIAL FUNCTIONS OF THE POSITION:

  • Coordinates the activities of and provides supportive services to the Program Coordinating Committee (PCC).
  • Conducts outreach to Section 8 Program participants to inform and interest them in the FSS Program.
  • Obtains data; completes verification and calculations; and conducts assessments of potential participants in order to determine initial and/or continued eligibility for the program.
  • Assists with the development of Individual Training and Services Plans (ITSPs) for each participating family.
  • Executes Contracts of Participation with the families; monitors and assists families with their progress; enlists the support of provider agencies or helps obtain other resources; amends ITSPs as necessary and recommends the termination of families because of success or failure.
  • Tracks the FSS monetary incentive to each family and recommends the award or forfeiture as indicated by the contract.
  • Demonstrates regular and predictable attendance.
  • Meets all job-safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  • Teaches financial education classes as needed; coordinates FSS informational meetings biannually.

OTHER DUTIES AND RESPONSIBILITIES:

  • Attends training programs as required.
  • Performs other related duties as assigned or directed in order to promote, further, and ensure the effective and efficient operation of the Allen Metropolitan Housing Authority.

MINIMUM ACCEPTABLE CHARACTERISTICS:

Knowledge of:

  • Agency policies and procedures*; FSS Program rules and regulations*; office practices and procedures; records management; public relations; community resources*.

Skill in:

  • Computer operation; use of modern office equipment.

Ability to:

  • Deal with problems involving several variables within familiar context; define problems, collect data, establish facts, and draw valid conclusions; understand, interpret and apply laws, rules, and regulations to specific situations.
  • Prepare accurate documentation.
  • Communicate effectively; handle sensitive inquiries from and contacts with officials and the general public.
  • Develop and maintain effective working relationships.
  • Maintain records according to established procedures.
