What are the responsibilities and job description for the Staffing Efficiency Manager, SNC (FT Days) position at ALLIED SERVICES?
GENERAL SUMMARY:
Reporting to the Director of Nursing, the Staffing Efficiency Manager is responsible for the control of labor utilization and 24-hour scheduling of this 371-bed facility, analyzing budget and cost analysis reports, staffing patterns, ratios, and mix based on individual unit needs and acuity, policy administration, timecard processing and approval; and handling employee relations issues. Position assists with the processing of benefit and other time off requests as well as coordinating the required coverage for same. Monitors adherence to the Absence Control Guidelines through the Kronos system with follow with Nursing Administration as needed. Additionally, this position ensures proper procedural adherence and tracking with FMLA and other Human Resource requirements while acting as a liaison with nursing staff.
EDUCATION:
High School diploma or equivalent required.
Additional education/training preferred with computer/mathematical concentration.
WORK EXPERIENCE:
More than three years experience in healthcare, scheduling is required.
One-year supervisory experience preferred.
Experience in Excel, Access, Microsoft Word or similar spreadsheet required.
CHARACTERISTIC DUTIES & RESPONSIBILITIES OF JOB:
Develops and monitors staffing patterns, ratios, mix and replacement strategy. Prepares monthly nursing staff schedules ensuring proper staffing on each unit based on scheduling needs and acuity. Determines if staff benefit time requests will be approved and communicates same to staff. Informs staff of schedule changes. Receives and records employee call-offs. Obtains Cover for vacancies on any shift. Handles disciplinary action in accordance with Absence Control Guidelines and Tardiness Guidelines. Disciplines staff as needed according to policies and procedures related to attendance and call-offs. Determines the most cost-effective way to utilize human resources. Determines when to call staffing agencies and monitors expenses. Ensures that temporary agency staff are credentialed, cleared to work, posses the appropriate skill set for the unit assigned, and have attended mandatory in-services prior to being scheduled.
Reviews the point sheets and compares to the timecards submitted by staff to ensure that payroll will be processed correctly. Signs off on staff timecards and submits to payroll for processing. Acts as a liaison between staff and payroll department. Works in conjunction with Payroll to process salary and hourly timesheets properly. Acts as an advocate for employees with paycheck errors.
Handles employee inquires and complaints to ensure quick, equitable, courteous resolution. Acts as a representative of management to assist employees with questions, problems, etc.
Approves changes in schedules, status or hour changes and leave of absence requests. Changes schedule accordingly and processes appropriate Confidential Forms. Tracks intermittent FMLA usage and notifies the Human Resources Department. Tracks authorized hours vs. scheduled hours and notifies staff and Human Resources if changes need to be made. Coordinates with Risk Management Department to monitor and ensure work assignments for light duty employees.
Utilizes knowledge of wage and hour regulations to cost-effectively schedule staff by being aware of overtime regulations with non-exempt staff. Refers any unusual wage and hour questions to the Human Resources Department. Monitors pay reports to look for discrepancies or cost saving ideas.
Monitors overtime utilization. Keeps track of mandatory overtime lists and updates as needed. Tracks and ensures that the policy is being administered according to set guidelines.
Develops and recommends for approval, policies and procedures necessary to achieve the objectives of the nursing department. Interprets and explains policies and procedures to employees. Drafts employee communications regarding new schedules, policies or programs or changes in current policies/programs; coordinates distribution (including payroll stuffers, posters, etc). Assists with presentations of policy in-services.
Provides input on policy and procedure changes by balancing employee advocate role with management responsibilities. Installs approved, new or modified staffing plans. Develops cost control procedures of existing plans. Develops cost control procedures to assure maximum coverage at the least possible cost to company.
Tracks nursing hours, daily nursing ratio reports and reports to management.
Notifies Human Resources of staffing needs and schedule availability. Coordinates new hire processing with Human Resources by assigning unit numbers. Assists Human Resources with licensure tracking by notifying staff of expiring licenses.
Assists in evaluation of personnel in performance appraisals. Makes effective recommendations in matters of hiring, promotion, discipline and termination.
