Position Overview
The HR and Operations Manager oversees critical human resources and operational functions, ensuring compliance, efficiency, and alignment with organizational goals. This position manages the HR Specialist and Operations Specialist, provides backup support for payroll, supports compensation initiatives, and serves as the first point of contact for compliance matters, including leave of absence management and other compliance-related benefits.

Human Resources Management
- Oversee the full recruitment process, including job postings, candidate screening, and onboarding of new hires, in collaboration with the HR Specialist.
- Manage and cultivate relationships with colleges and universities to support the recruitment process.
- Supervise and manage the HRIS system operations.
- Supervise and support the HR Specialist in administering employee benefits, managing personnel files, and conducting audits to ensure compliance.
- Manage and provide guidance on leave of absence requests, including FMLA, ADA accommodations, and other compliance-related benefits.
- Ensure compliance with federal, state, and local employment laws and regulations, serving as the primary point of contact for audits and compliance inquiries.
- Support employee relations initiatives, including performance management, disciplinary actions, and conflict resolution.
- Lead the development and implementation of HR policies and procedures to align with organizational needs and best practices.
Compensation and Benefits
Collaborate with senior leadership to support compensation initiatives, including salary benchmarking, job evaluations, and pay equity reviews.Oversee payroll processes to ensure accuracy and timeliness; provide backup support for payroll as needed.Manage benefit programs, ensuring proper communication, enrollment, and compliance with regulatory requirements.Monitor and address changes in payroll, benefits, and compensation legislation to ensure ongoing compliance.Employee Engagement and Wellness
Support initiatives to enhance employee engagement and satisfaction.Support wellness programs to promote physical, mental, and emotional health.Support as a resource for employees during crises, offering support and guidance.Operations Oversight
Supervise the Operations Specialist in managing daily office operations, including mail sorting, supply procurement, inventory management, and vendor relationships.Oversee the physical appearance, maintenance, and organization of office spaces, ensuring a productive and safe work environment.Support facilities management, including office moves, vendor contracts, and emergency protocols.Monitor and manage the organization’s safety programs, conducting regular audits and ensuring compliance with OSHA regulations.Collaborate with the Operations Specialist to address facilities-related challenges and optimize resources.Team Leadership and Development
Supervise, mentor, and evaluate the HR Specialist and Operations Specialist, providing feedback and identifying training needs.Foster a collaborative and supportive work environment, encouraging professional growth and development.Actively participate in leadership team meetings and represent the HR and Operations department in cross-departmental initiatives.Compliance and Risk Management
Serve as the first point of contact for compliance-related matters, including employee grievances, safety issues, and regulatory audits.Manage compliance for leave of absence programs and ensure adherence to applicable laws, including FMLA, ADA, and other benefit-related regulations.Proactively identify compliance risks and implement corrective measures as necessary.Collaboration and Communication
Build strong relationships with internal and external stakeholders to align HR and operations strategies with organizational goals.Communicate HR and operational updates effectively across all levels of the organization.Provide reports and data analysis to senior leadership to inform decision-making.Budget Management
Manage budgets for human resource and operations and resources, ensuring cost effective delivery of initiatives.Supervision
This position manages the HR Specialist and Operations Specialist, reporting directly to Director, Human Resources and Operations.
Requirements :
Bachelor’s degree in Human Resources, Business Administration, or a related field; HR certification (PHR / SPHR, SHRM-CP / SHRM-SCP) preferred.Minimum of 5 years of progressive experience in HR and operations roles, including management experience.Strong knowledge of federal, state, and local employment laws and regulations.Experience with payroll systems, HRIS platforms, and compensation analysis.Excellent leadership, communication, and organizational skills.Interest and commitment to working in a community-based youth service organization.Experience in communicating with varying levels of audiencesExcellent verbal and written communication skillsAbility to make recommendations to effectively resolve problems or issues by using judgment that is consistent with the standards, practices, policies, procedures and federal, state, and local regulationsAbility to prioritize and efficiently execute a high volume and broad scope of tasks within tight deadlines, competing demands and changes in the work environmentAbility to deal with frequent interruptions, changes, delays, or unexpected eventsStrong sense of business ethics including the ability to appropriately handle confidential informationStrong organizational, analytical, and problem-solving skillsConsistently learning and working within the following frameworks : Anti-oppression, Positive Youth Development, Trauma-informed and Balanced and Restorative Justice.The COVID vaccine is mandatory for all employees to the full extent permissible under applicable law.
