DESCRIPTION

Work hard and make history with Amazon Web Services (AWS) Public Policy. The Head, Trade and Economic Security Public Policy, AWS will join a dynamic team and be able to immediately and directly enhance AWS’ policy advocacy related to trade and global economic security policy developments, such as export controls. Like our business interests, our policy issues are broad, forward-thinking, and driven by what is best for our customers. The Head, Trade and Economic Security Public Policy, AWS will be based in Washington, DC, and will be an integral part of the AWS Public Policy - Americas team.

The individual will work in full partnership with AWS’ Legal, Global Trade and Product Compliance, PR teams, and business units, as well as with in-country global public policy colleagues (e.g., Europe, Asia Pacific, Latin America, Middle East) in support of AWS’s continued expansion to support our customers.

The Head, Trade and Economic Security Public Policy, AWS, will work to formulate and implement a strategic approach to AWS’ global trade and economic security policy priorities, and build our engagement strategy with governments and international organizations on issues relating to export controls and other trade-related policies aimed at promoting economic security, with particular focus on emerging technologies. The Senior Manager will work closely with industry associations and broader stakeholder groups to develop and execute policy advocacy.

The individual will be responsible for monitoring and reporting on domestic and international trade and economic security policy developments, and will work with colleagues to address issues and determine constructive external engagement, including by building coalitions.

Key job responsibilities
- Coordinate and build effective relationships with internal stakeholders, including but not limited to Legal, Global Trade and Product Compliance, Supply Chain and Procurement, regional AWS Public Policy colleagues, and Amazon Consumer Public Policy to ensure alignment between AWS’s core business priorities and public policy goals related to trade and economic security.
- Manage and execute advocacy and stakeholder engagement strategies that advance public policy issues, focusing on the areas of trade and export controls policy.
- Partner with internal stakeholders and business teams to identify, inform and strategize opportunities and where necessary, develop mitigations around trade policy risks.
- Support overall public policy and advocacy strategies to maintain and strengthen relationships with trade and economic agencies.
- Anticipate challenges our business and expansion teams could face as AWS expands globally to better serve customers in an evolving public policy landscape.
- Monitor geopolitical developments and the technology regulatory environment, determine the impact of potential/impending changes, clearly communicate impact to internal/external stakeholders, and support internal operational teams to identify potential mitigations.
- Effect change and drive policymaking that will ultimately benefit our customers. Help manage and coordinate external advocacy efforts, outreach programs, and key initiatives in concert with business objectives.
- Engage U.S. and foreign government officials, including at the U.S. Departments of Commerce and State, the U.S. Trade Representative, other relevant Executive Branch agencies, and their foreign government equivalents, as well as Congressional stakeholders.
- Contribute to Amazon’s participation in Washington-based industry associations and manage relationships with outside consultants focused on trade and economic security policy.

BASIC QUALIFICATIONS

- Advanced degree is required, such as a Master’s degree, in a relevant discipline, such as public policy, political science, law, or business. A Bachelor’s degree is also required.
- Fifteen years or more of experience in government or private sector, preferably in the ICT industry.
- Fluent in English, and preferably language skills in Spanish or another language.

PREFERRED QUALIFICATIONS

- Expert knowledge of domestic, global, bilateral and regional trade and economic agreements and institutions, such as, the World Trade Organization, as well as expertise and experience specifically in export controls policy.
- Highly effective oral, written, and interpersonal communication skills, including demonstrated ability to effectively and comfortably interact at all corporate and political levels; create factual, relevant and easily understandable talking points and other messaging; and persuasively deliver messaging to relevant audiences.
- Maintain highest personal levels of ethical conduct, confidentiality, and integrity.
- Self-starter who can take general direction and produce specific, impactful results.
- Ability to identify and understand key technical aspects pertaining to corporate operations in legislative and regulatory proposals, understand business implications, and synthesize policy documents for internal and external customers.
- Think critically, process data from multiple sources, forecast potential scenarios, prioritize based on probability and desired outcome, and recommend a best course of action.
- Demonstrated ability to influence, negotiate with, and persuade others.
- Strong judgment/decision-making skills, and political acumen.
- Ability to intelligently build a course of action, analyze trade-offs, and make recommendations even in highly ambiguous situations.
- Demonstrated skills in advocacy and using spoken and written rhetoric to persuade and inform.
- Extensive experience working within government, companies, consultancies, trade associations, or international organizations on trade and economic security-related policy issues, such as export controls.
- Ability to effectively communicate complex information to a wide variety of audiences.

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $148,300/year in our lowest geographic market up to $245,200/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company. Dependent on the position offered, equity, sign-on payments, and other forms of compensation may be provided as part of a total compensation package, in addition to a full range of medical, financial, and/or other benefits.
