The Business Analyst (BA) at OIC will provide program technical assistance to state and contracted information technology professionals during one, multiple, or all phases of assigned project(s). BAs gather information from various sources (business, technical teams, and legacy artifacts) during the project's inception (i.e., development of the scope and outline of the general requirements) and help ensure the documented requirements are met during design, development, and testing activities. To fulfill this role, the BA will need excellent analytical, facilitation, verbal, and written communication skills. BAs need to have a unique, inquisitive perspective that will ask/investigate/call out opportunities and issues to improve quality and allow development teams to produce applications users want to use instead of having to use. BAs should help the organization see the big picture and envision possible solutions.
OIC has initiated a project to retire legacy technologies (e.g., COBOL running on an AS/400). The BA role is critical to this project. It will be relied upon to understand current business processes and to promote a viable future state vision that meets OIC’s needs as outlined in Ohio Administrative (OAC) and Revised Code (ORC). The BA must be able to effectively organize and track work.
OIC will look to the BA to assist with developing business analyst process standards, including establishing criteria for a Definition of Ready (DoR). BA activities will include developing and refining user stories to meet the DoR. This position requires a strong understanding and experience refining work backlogs, as well as experience organizing and tracking work items.
The BA will develop supporting artifacts such as but not limited to journey maps, business workflows, and enterprise analysis, develop templates, and so on, based on interviews with the technical team, business team, and subject matter experts. They will assist the product owner in writing requirements, defining acceptance criteria, and managing the state of user stories throughout the software development lifecycle (SDLC)/ Project lifecycle. The BA may use a variety of tools, including MS Excel, MS Word, VISIO, and PowerPoint, to develop mock-ups and artifacts to support the development effort.
The BA will work closely with the development team. In the process, they need to address questions discovered during the development phase and validate that the code developed matches the requirements and acceptance criteria defined in user stories. The BA will assist with creating and coordinating test plans for business users and assist with test case creation based on their perspective and understanding of business processes. The BA may need to help facilitate engagements between the product owner/business stakeholders and development team members at any time during the project life cycle.
When development work is completed and ready for production, the BA will work closely with the OIC release management resources to support the code/data movement to production.
Mandatory
• Minimum 5 years of experience working in a legacy application support development environment. Able to support program staff with story lifecycle management, which includes using the User Story work item for Creating and Managing requirements and adding artifacts obtained from the business. Be able to develop supporting artifacts based on interviews with the technical and business team, write acceptance criteria, assist with the development of acceptance criteria, and migrate user stories from committed to ready-for-test processes.
• 5 years demonstrated ability to develop key deliverables (e.g., traceability matrix) using tools such as MS PowerPoint; and MS Excel, MS Word, Visio, or other diagramming software.
• 5 years of experience functioning as a BA on a large-scale enterprise-level application.
• Good communication and writing skills.
• Ability to interact with a diverse group composed of various lines of business and technical staff.
Preferred
• Experience working with, or in, the State of Ohio or within the public sector.
• Experience working with COBOL applications
