WHAT YOU NEED TO KNOW: The National Incident Command Team (NICT) and its Directors will help ensure that Disaster Cycle Services has the capability and capacity to lead concurrent national level operations as part of our “acute to chronic” mission adaptation. The NICT Directors will be ready and available to lead national Disaster Relief Operations (DROs) on short notice and, in collaboration with Disaster Workforce Readiness, will strengthen our leadership capacity to support major DROs. The NICT Director will serve in any DRO leadership capacity and will be responsible for mentoring assigned mentees. When directed, the NICT Director will also conduct DRO assessments to identify and help implement immediate interventions and to capture lessons learned for continuous improvement. The NICT Director reports to the Senior Director, National Incident Command Team. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable Federal, State and local regulations. The National Incident Command Team (NICT) Director can be based out of anywhere in the United States, however, must live close to a major airport and able to travel 70% of the time. WHERE YOUR CAREER IS A FORCE GOOD: Operational Responsibilities: Serves in a leadership capacity on National Disaster Relief Operations including DRO Director. When assigned as DRO Director, has operational responsibility for a budget ranging from over $2.5 million to over $10 million and a workforce ranging from 250 to 1,500 at any given time. Plans for, resources, and oversees the DRO. Establishes relationships and coordinates internally with government and non-government partners for mission accomplishment. Cares for and fully supports a large, dynamic workforce and ensures workforce safety and satisfaction. Fulfills all responsibilities for the leadership position to which assigned as specified in the Concept of Operations Program Essentials and ensures adherence to the Concept of Operations throughout the Disaster Relief Operation. Serves as mentor to at least two assigned mentees including DRO assignments paired with mentee. When requested, informs DRO leadership adjudication process on identification of DRO leadership. When directed, conducts in-person DRO administrative visits to: Identify significant barriers to operational success and work with operational leadership to identify solutions and implement necessary immediate changes Capture lessons learned & share with National Assistant Directors and national program leads for continuous improvement Gather informal feedback from DRO leaders to share for program improvements. Conducts virtual interviews with DRO leaders during and/or after their assignments. May represent Disaster Cycle Services in a liaison capacity to national media and local, federal and national partners While assigned to a DRO, capture lessons learned and recommendations for program changes and share through continuous improvement process Readiness Responsibilities: In collaboration with Disaster Workforce Readiness, works with regions and divisions, and national branch chiefs to increase the Operations Management cadre including command and section leadership, targeting both paid staff and volunteers. In collaboration with Division Disaster Readiness Work Groups and regional program leads, actively target volunteers, with OM/GEN/MN GAPs for engagement, promotion and reassignments to Assistant Director positions. Leads exercises and conducts training to build and strengthen Operations Management cadre. Collaborates with National Headquarters Disaster Cycle Services Branch Chiefs, National Assistant Directors and national program leads on requirements for doctrine, job tools & training. Support socialization and implementation of new doctrine & training through the provision of engagement opportunities. Participate in the National Response Management Team selection process. • Standard Schedule: The National Incident Command Team (NICT) Director can be based out of anywhere in the United States, however, must live close to a major airport and able to travel 70% of the time. • Pay Information: The salary range for this position is $130,000-$150,000. Note that American Red Cross salaries are aligned to the specific geographic location in which the work is primarily performed. Other factors that may be used to determine your actual salary may include your specific skills, how many years of experience you have and comparison to other employees already in this role. WHAT YOU NEED TO SUCCEED (Minimum Qualifications): Education: Bachelor's degree or equivalent required. Degree in emergency management or public administration preferred. Experience: Minimum 10 years of related experience or equivalent combination of education and related experience required. Minimum of 4 years in American Red Cross Disaster Cycle Services as a volunteer and/or paid staff member required. Minimum of 8 assignments in a leadership position (Assistant Director or above) on a national level DRO (Level 5 or above.) Must have GAP of OM/AD or above in Volunteer Connection. Preferred Experience: American Red Cross Experience in Disaster Relief Management Experience: N/A Skills & Abilities: Ability to serve a Disaster Relief Operation Director on a national operation. Proven track record of collaboration, facilitation, problem solving, leadership, partnership management. Proven track record in planning, public speaking, training and leading exercises required. Must be analytical, customer oriented, flexible, organized, and able to operate with an orientation toward solutions, an external focus, and team orientation. Technical expertise in Disaster Cycle Service Concept of Operations. Proficiency in Microsoft Office applications (Outlook, Word, PowerPoint, Excel). Ability to lead and to work on a team. Travel: Travel 70% required.
