Description

The American Registry of Radiologic Technologists is seeking a Chief Technology and Privacy Officer to join our executive team.

In this role you will be directly responsible for:

  • the information management component of the ARRT's operations.
  • the quality of the processes, products and security of the data.
  • directing the activities of personnel with the Information Technology department.

No distinction is made between activities directly performed and those delegated since the Chief Technology and Privacy Officer is ultimately responsible for their performance. This includes responsibility for the quality of the processes as well as the quality of products.


Duties and Work Responsibilities

Executive Leadership

• Assist the Chief Executive Officer (CEO) to achieve ARRT Strategic Goals and Executive Service's Strategic-Operational Plan. 

• In concert with the CEO, establish and achieve the division's strategic-operational plan (e.g., goals, objectives, and strategies)

• Work in close coordination and collaboration with the CEO, Chief Credentialing Officer, and Chief Education Officer.

• Ensure compliance with administrative processes and reporting.

• Set the tone and culture of the organization.


Computer Systems Operations

• Oversee all sides of information technology operations, including general computer operations, system security, systems analysis, coding, testing, and documentation.

• Assure availability of computer system during normal business hours (i.e., 7:30 a.m. to 7:00 p.m. Central Time with exception of occasional maintenance periods.)

• Responsible for routine system monitoring, maintenance, and performance tuning.

• Responsible for the backups of data and application software.

• Provide troubleshooting and oversight of repairs for hardware/system software.

• Maintain an accurate inventory of computer equipment to assure the appropriate level of support and maintenance coverage is provided.

• Create, coordinate, and evaluate the IT programs and supporting information systems to optimize assets. 

• Responsible for maintaining software licenses for compliance.


System Security

• Develop and maintain procedures to prevent unauthorized access to ARRT data and program files.

• Develop and maintain procedures to limit physical access to equipment on an “as needed” basis.

• Develop and maintain procedures to prevent, identify, and /or remedy threats to the integrity of the computer system (e.g., viruses).

• Plan, develop, maintain and implement, when necessary, disaster recovery plans.

• Maintain documents of system security policies and procedures.


Systems Analysis, Coding, Testing and Documentation

Support the information management needs of all departments.

• Determine information systems requirements including hardware to support mission requirements of departments.

• Determine the optimal route for providing software (i.e., purchase vs. in-house development).

• Create high level systems designs based on input from department heads.

• Participate in analyzing, designing, and testing programs at a high level for all computer systems at the ARRT.

• Work with users to determine revisions necessary for efficient utilization of the system and personnel resources.

• Analyze reported problems with software; assign and monitor necessary changes.

• Monitor industry trends, assess and address gaps while providing ongoing departmental training.

• Gather data for analysis and forecasting with respect to systems security, trends, costs, and compliance.


Strategic Planning

• Serve as the technology advisor to the Chief Executive Officer (CEO), executive team, and Board of Trustees for strategic planning purposes.

• Provide critical technology and operational information to the CEO and Board of Trustees and make actionable recommendations on both strategy and operations.

• Plan, develop, implement and maintain a two and a five-year information system strategic plan based on the mission.

• Manage the IT budget.


Chief Privacy Officer

• Responsible for developing and maintaining ARRT’s privacy policies and procedures

consistent with applicable state/federal/international laws.

• Lead cross-functional teams to ensure the privacy and security of all data collected, stored, or transmitted.

• Communicate and educate staff on ARRT’s privacy policy.

• Monitor and review privacy policies and procedures.

• Address privacy-related inquiries from employees, customers, and other stakeholders.

• Manage investigations and incidents related to privacy breaches.

• Conduct audits to ensure compliance and address potential issues.

• Maintain records of all data processing activities of the company.

• Assure that the use of technologies maintains, and does not erode, privacy protections on use, collection, and disclosure of personal information.


General Supervisory Responsibilities

• Monitor work responsibilities of IT staff. Ensure coverage for departmental responsibilities.

• Oversee staff schedules, approve leave, review, and finalize pay period timesheets.

• Develop and coach staff through one-on-one meetings and additional methods, respond to staff needs and suggestions, and provide ongoing feedback.

• Orient and train new staff. Assess the need for and provide or coordinate ongoing personal development training.

• Enforce staff policies as set in ARRT Employee Handbook.

• Manage staff performance, correlate job descriptions with performance management, participate in talent acquisition process, and participate in salary review sessions.

• Work with staff to develop an inclusive and effective teamwork environment.

• Maintain and elevate working relationships with other ARRT departments. Mentor the team on effective ways to communicate and work as a group.

• Participate in ARRT projects as assigned.

• Participate in professional development activities.

• Establish and implement short and long-term goals, objectives, policies, and operating procedures. 

Requirements

Minimum Qualifications:

• Bachelor’s degree in computer science or a related field

• Ten years of experience in an IT Management role

• Experience as a Privacy Officer in the administration of security and privacy policies consistent with local/federal/international privacy protection laws and data breach laws.


Preferred Qualifications:

 •  Master's degree in computer science, Business Administration (MBA) or other advanced degree.

Salary Description:

$180,672 to 240,896 per year
