Planning Specialist:
This position has overall responsibility for coordinating the development of local and state level all-hazard emergency operations and response plans for the Indiana Department of Health (IDOH) and the Division of Emergency Preparedness (DEP). Incumbent works with DEP staff, IDOH Divisions, and other federal, state, and local partners to update and maintain plans and procedures that support responses to local and statewide public health emergencies and natural or man-made disasters. Incumbent also plays a significant role in response operations during disasters requiring state level support. The Planning Specialist serves at the direction of the Planning and Preparedness Manager and reports directly to the Planning Supervisor. The Planning Specialist may also provide on-site support for planning activities as assigned by the Planning Supervisor.
Essential Duties/Responsibilities:
- Utilize data and commonly accepted best practices to identify gaps and opportunities for improvement in local and statewide emergency operations planning efforts.
- Coordinate public health and healthcare risk and readiness assessments to identify top hazards and threats to Indiana to support preparedness activity prioritization within the state.
- Coordinate activities between IDOH Divisions in the development and update of emergency operations and response plans related to continuity of operations (COOP), severe weather emergencies, acts of terrorism, infectious disease outbreaks, and biological, chemical, nuclear, and radiological threats.
- Coordinate IDOH planning activities with federal, state, and local emergency
management partners to ensure plans support the processes, capabilities, and expectations of external partners.
- Provide subject matter expertise to assure coordinated and standardized local and statewide planning efforts.
- Communicate regularly with Planning Supervisor to share the needs, challenges and
accomplishments, as they pertain to local and state planning efforts, and to receive instructions and guidance.
- Communicate regularly with District and Local Readiness Manager and staff. Assist the DLR Manager in developing and distributing guidance, templates, and other resources necessary to support local public health and healthcare preparedness efforts.
- Assist in the review and updating of local and state plans and SOPs as needed by IDOH Divisions, state agencies and partners.
- Stay up to date on CDC and ASPR federal grant requirements, IDOH programs, federal guidance documents, and programs.
- Support the DEP Training & Exercise section in the development of training and exercises centered on IDOH state emergency response and operations plans.
- Assist in matters related to planning, management, and distribution of medication and medical supplies in response to all-hazard emergencies.
- Lead the coordination and facilitation of planning meetings with internal and external partners
- Support the development of planning documentation, such as Incident Action Plans (IAPs) and Event Action Plans (EAPs) for responses and planned events
- Perform related duties as assigned.
Job Requirements:
Four (4) years of experience in content creation, development, implementation, or related experience. A combination of experience and accredited college training may be considered.
- Extensive knowledge of emergency management strategic, operational, and tactical plan development and administration
- Extensive writing experience
- Strong understanding of the principles of risk analysis and assessment
- Excellent communications skills both verbal and written
