The Contracts and Subcontracts Administrator will primarily focus on supporting a large U.S. Navy Foreign Military Sales (FMS) program to execute the full scope of contractual functions required to deliver program cost, schedule and performance success. As an integral member of the program team, the Contracts and Subcontracts Administrator will work directly in support of the program team and report to the Vice President of Contracts & Compliance. The position requires a candidate to negotiate and issue subcontracts and manage subcontractor performance. The candidate will also support other company proposals, contracts and subcontracts issues as directed by the Vice President of Contracts & Compliance.

Functional Responsibilities :

  • Draft correspondence to Government Contract Officers and Government Contract Specialists regarding contractual issues for review and approval before release.
  • Communicate with Government Contract Officers and Government Contract Specialists as directed.
  • Prepare all contractual related issues and participate in all Government and Contractor meetings.
  • Negotiate contract and / or subcontract Terms & Conditions to include type of contact (FFP, T&M, etc.) flow downs, change management, inspection, acceptance, funding, payment, warranty, close-out, records retention, etc.
  • Draft, issue and process contract, subcontract and purchase order modifications.
  • Monitor and deliver required documentation to meet all contract and subcontract contractual obligations.
  • Review, edit, and deliver all deliverable documents to the Government Contract Officers and Government contract Specialists.
  • Perform customer interface, customer and / or subcontractor negotiations and contract interpretation to ensure compliance with proposal and / or contract terms.
  • Ensure effective and open communication of proposal and contractual information within and across stakeholders to include operational management, finance, quality. etc.
  • Issue subcontractor and / or purchase order modifications upon review and approval.

Requirements :

Skills and Qualifications :

  • Excellent people, organizational and interpersonal skills.

  • Ability to establish and maintain effective working relationships with multiple stakeholders.
  • Excellent written and oral communication.
  • Experience working in a Microsoft Office and SharePoint environment.
  • Experience in working within an Enterprise Resource Planning (ERP) environment.
  • Minimum of a four-year bachelor’s degree (BA or BS) from an accredited college or university in a related field. In lieu of a four-year bachelor’s degree, a minimum of eight (8) years of demonstrated government contracts and subcontracts related work experience supporting Department of Defense (DoD) prime contracts and subcontracts in a similarly related government contracts administrator position.
  • Minimum eight (8) years of demonstrated government contracting space supporting DoD contracts and subcontracts in a similarly related government contracts and subcontracts administrator position. Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR).
  • Contracts and subcontracts administration experience with U.S. Navy foreign military sales contracts preferred (desired).
  • Current National Contracts Management Association CFCM or CPCM certification (desired).
  • Active SECRET clearance or higher (desired).
