This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.


SUMMARY OF DUTIES:

Primarily responsible for managing train conductors and assistant conductors, but also supervises engine service employees, to ensure the safe and efficient operation of trains in a specific area in an operating division. May include either line of road operations or terminal operations or both. Oversight of the operation, in coordination with a Road Foreman to ensure optimum safety, customer service and on-time performance in compliance with all federal, state, local and Amtrak rules and regulations. At locations where a Crew Base Manager is not assigned, co-manage the crew base with the Road Foreman, to ensure all bulletins, equipment, postings, etc. adhere to labor, federal and Amtrak regulations. Manage employees for compliance with the rules and regulations for Amtrak policies and operating practices and initiate action for non-compliance in a consistent and fair manner. Manage employees and train operations to optimize on-time performance and recommend ideas to improve performance. Respond to service disruptions in area of responsibility and handle promptly to minimize passenger inconvenience and train delays and provide written and oral reports as required. Interview,select and manage new-hire train service crews and ensure employees receive proper training and support. Conduct efficiency tests and ensure compliance with all Amtrak and federal operating requirements. Implement safety plans. Manage crew base budget for train service crews. Conduct trainservice crew revenue audits.


ESSENTIAL FUNCTIONS:

  • Manages and supervises train service crews.
  • Provides leadership, mentoring and guidance to train service crews, oversees the operation in compliance with rules and regulations.
  • Monitors employees for compliance with policies and operating practices. Responds to service disruptions within area of responsibility.
  • Evaluates and documents on-the-job training of new-hire assistant conductors.
  • Conducts efficiency tests, ensures compliance and maintains employee records. Communicates with carrier railroad managers regarding territoryoperations and manages crew base budget.


MINIMUM QUALIFICATIONS

  • High School Diploma or General Educational Development (GED) certificate.
  • Minimum of 2 years operating experience. Able to qualify within designated time period on physical characteristics of territory.
  • Demonstrated participant in the Safe-2-Safer process.
  • Must have demonstrated work experience in a position related to the provision of train or passenger service.
  • Preferred prior service as a train service crew member. Demonstrated leadership and supervisory skills.
  • Knowledge of Amtrak policies and procedures. Demonstrated knowledge of Transportation operations and applicable labor agreements.
  • Some personal computer skills and basic understanding of word processing. Demonstrated leadership and supervisory skills.
  • Demonstrated experience communicating orally and in writing within the corporation.


PREFERRED QUALIFICATIONS:

  • Transportation, Business or related field or equivalent work experience, education or training.

In accordance with DOT regulations (49 CFR § 40.25), Amtrak is required to obtain prior drug and alcohol testing records for applicants/employees intending to perform safety-sensitive duties for covered Department of Transportation positions. If an applicant/employee refuses to provide written consent for Amtrak to obtain these records, the individual will not be permitted to perform safety-sensitive functions.
