Job Title: Talent Acquisition Specialist – Finance, Accounting, Grants Management, Budget & Program Management
Job Overview:
We are seeking an experienced and proactive Talent Acquisition Specialist to support our recruitment efforts for key business-side positions having experience with State and Local Government agencies. This role will primarily focus on hiring professionals for positions in areas of Finance, Accounting, Grants Management, Budgeting, and Program Management. The successful candidate will be responsible for sourcing, screening, and hiring talent for middle and senior-level management roles while ensuring a smooth and efficient recruitment process from sourcing to onboarding.
The Talent Acquisition Specialist will collaborate closely with department heads, hiring managers, and senior leadership to understand the unique demands and ensure a seamless recruitment experience. This role requires an individual who can effectively communicate with stakeholders, manage a high-volume of applicants, and support the hiring of experienced professionals to meet organizational needs.
Key Responsibilities:
Talent Sourcing & Recruitment:
- Develop and execute recruitment strategies to attract highly qualified candidates for middle and senior-level management roles in finance, accounting, budgeting, grants management, and program management.
- Use a variety of sourcing methods (e.g., job boards, LinkedIn, professional networks, internal databases) to identify top-tier talent for state and local government positions.
- Build and maintain a diverse talent pipeline for ongoing and future hiring needs, particularly focusing on experienced professionals for senior leadership and management roles.
Candidate Screening & Selection:
- Screen resumes and applications, and conduct initial pre-screening interviews to assess candidate qualifications and fit for middle and senior-level positions.
- Conduct comprehensive interviews, including behavioral and technical assessments, to evaluate candidates’ expertise in finance, accounting, budgeting, grants management, and program management.
- Organize, schedule, and coordinate interviews between candidates and hiring managers, ensuring a smooth and timely process.
Stakeholder Collaboration:
- Partner closely with hiring managers and senior leaders to understand the unique requirements for each role, including qualifications, experience, and key performance expectations.
- Provide regular updates to hiring managers throughout the recruitment process, ensuring alignment and swift decision-making.
Effective Communication:
- Serve as the primary point of contact for candidates throughout the recruitment cycle, providing clear and timely communication about job requirements, interview processes, and next steps.
- Demonstrate strong interpersonal communication skills when managing candidate expectations and communicating feedback.
- Ensure hiring managers and senior leadership are kept informed of candidate progress and key developments during the recruitment process.
Talent Market Insights:
- Stay informed on trends within the public sector, specifically in finance, accounting, budgeting, and program management functions.
- Provide insights to the recruitment team and hiring managers on talent availability, market salary rates, and competitive hiring practices for middle and senior-level management roles.
Compliance & Diversity:
- Ensure all recruitment activities comply with local, state, and federal regulations, including EEO policies, affirmative action plans, and diversity initiatives.
- Maintain a strong focus on fostering diversity in recruitment practices to build inclusive teams.
Onboarding Support:
- Assist with onboarding processes for selected candidates by coordinating offer letters, background checks, and other documentation specific to state and local government hiring practices.
- Help ensure a seamless transition from candidate selection to employment, providing support throughout the onboarding process.
Qualifications & Skills:
Education:
- Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.
Experience:
- 3 years of experience in talent acquisition or recruitment, particularly for middle and senior-level management roles in finance, accounting, grants management, or program management.
- Proven experience sourcing candidates for state and local government positions or public sector organizations is highly preferred.
- Experience with pre-screening, coordinating interviews, and managing high-level candidate communications is required.
Skills & Competencies:
- Strong understanding of the finance, accounting, and program management landscape, including relevant skills and qualifications for management-level roles.
- Proven ability to source, evaluate, and attract middle and senior-level professionals in the public sector.
- Excellent communication skills with the ability to effectively engage candidates and hiring managers throughout the recruitment process.
- Strong organizational skills with the ability to manage multiple recruitment priorities simultaneously.
- Proficiency in using Applicant Tracking Systems (ATS), job boards, and MS Office Suite.
- Detail-oriented and results-driven, with the ability to manage candidate pipelines and meet hiring goals.
Certifications (preferred but not required):
- Certified Staffing Professional (CSP) or other relevant HR certifications.
- SHRM-CP or PHR certifications are a plus.

Pay: $65.00 - $75.00 per hour
