Analytical Mechanics Associates (AMA) is seeking to hire a motivated experienced Staff Subcontract Administrator with a diverse and solid background to join our team in Hampton, VA supporting the RSES Contract at NASA Langley Research Center.
The qualified candidate will be responsible for subcontract management tasks as a member of the multidisciplinary management team for a NASA Contract.
This position does not support teleworking; and will be located at NASA Langley Research Center in Hampton, VA. U.S. Citizenship or Permanent Residence is required due to facility requirements.
Job Duties:
Ability to organized and structure contractual requirements into an accurate, comprehensive Request for Proposal (RFP) that enables competitive negotiations
Evaluate proposals, including preparing technical bid analysis for competitively bid packages and recommendation for award to program management
Create moderate to complex RFP solicitations and provided additional proposal support including pricing reviews and source selection support
Administer subcontracts, task orders and subsequent modifications
Administer subcontracts in accordance with Federal regulations including CPSR and prime contract flow down requirements consistent with company policy/procedures.
Ability to coordinate with the finance department and program Management staff for resolution of cost overages and funding issues
Ability to interact effectively with program management staff and business team in differing disciplines across the contract
Exercise independent judgment in selecting methods and techniques for obtaining solutions for the program as it relates to subcontract management
Ability to work on assignments that are of moderate in complexity, where analysis and routine and non-routine data gathering is required
Regular interaction with other contracts/subcontracts staff, function peer groups, suppliers and internal customers
Maintain close communication and coordination with assigned technical representative and other program and office personnel
Maintain subcontract files in accordance with established procedures.
Requirements:
Bachelor’s degree (in Business Administration or related field) and 2-4 years related experience or 4-6 years of related experience in lieu of education requirement.
Strong knowledge of various contract types and administering cost type subcontracts including; CPAF, CPFF and labor including; LH and T&M
Understanding of FAR (Federal Acquisition Regulations)
Thorough understanding of subcontracting principals as a government subcontractor
Excellent written and oral communication skills, along with organizational, analytical, and project/time management skills
Must be detail oriented with the ability to work well with a diverse technical and administrative team in a fast-paced, deadline driven environment
Critical attention to detail
Working knowledge of Microsoft Office Suite Applications including Excel and Word
Must be a U.S. Citizen or Permanent Resident due to facility requirements
Desired Qualifications:
Familiarity with Costpoint Procurement/Subcontracts/Contract Modules
Understanding of the closeout process to assist in the closing out subcontractor purchase orders
US Citizenship or Permanent Residence Required
