JOB SUMMARY:

Under the supervision of the Board of County Commissioners, works with Fire Departments and law enforcement agencies, the Director of Emergency Management is an appointed, administrative position responsible for providing direction and implementation of all aspects of emergency management including coordination of all public entities responding in times of disaster or emergency. The employee in this position schedules, trains, or schedules other instructors to train personnel, both paid and volunteer, in the proper procedures for dealing with public disasters and emergencies. The Director oversees the smooth operation of the department and generate ideas, which should prove to improve the overall methods of response to a variety of emergency situations.

ESSENTIAL FUNCTIONS:

· Enforces and maintains compliance with all federal, state, and local laws and ordinances;

· Assists with the budget, controls expenditures and provides input on revenue sources;

· Prepares and completes reports;

· Performs public education, speaking and outreach when new projects are being implemented and for ongoing activities;

· Develops short-term and long-term goals for department;

· Develops and administers department policies and procedures;

· Fields questions, concerns, and complaints from the public;

· Supervises the operation of the entire department;

· Consults and advises the Board of County Commissioners on matters relating to department operations;

· Researches the type of equipment to purchase or programs to support, prepares bid specifications for equipment, projects and supplies; Determines cost alternatives with pros and cons, and provides recommendations;

· Performs all required duties listed in, and ensures compliance with all requirements of state statute;

· Research, recommend and/or purchase supplies and equipment;

· Schedules special training meetings requiring the expertise of an outside instructor;

· Prepares and maintains records and reports for local, state and federal agencies;

· Prepare department yearly budget that reflects the needs of the department;

· Works in conjunction with other public safety departments;

· Be subject to call 24 hours a day, 7 days as week by phone;

· Assists and coordinates all county Emergency Management planning as required by Kansas Department of Health and Environment including responses to bioterrorism, communicable diseases, and disaster planning;

· Attends training, workshops, and meetings to represent the County’s interest;

· Works with various groups (i.e., 4-H, Arts & Crafts, Scouts) in the county providing positive public relations;

· Works closely with all agencies, departments and interested parties to achieve coordination of plans to be carried out in an emergency;

· Assists the rural fire departments as needed;

· Schedules or provides training for first responders and the public in disaster response, preparedness, and management;

· Responds to disasters and emergencies within Anderson County;

· Facilitates interagency cooperation on the local, state, and federal level;

· Presents information to the general public on safety topics such as storm preparedness;

· Organizes and facilitates a local disaster exercise program as directed by the Kansas Department of Emergency Management (KDEM);

· Chairs the Local Emergency Planning Committee (LEPC) which was recently recognized by the State of Kansas in a state wide publication; Coordinates and conducts Local Emergency Planning Committee meetings at least quarterly, maintains county disaster plans including related equipment and communications systems;

· Represents Anderson County on the Northeast Region Homeland Security Council which oversees millions of dollars annually in grant funds and directs emergency response on a regional level;

· Manages social media accounts for the agency which disseminates information before, during, and after incidents and events;

· Oversees the operation of the reverse 911, emergency notification system, Code RED;

· Locates, applies, and manages grant applications for this agency as well as others throughout Anderson County;

· Schedules classes that require the expertise of an outside instructor dealing with various aspects of hazardous materials response, incident command, etc. to responders throughout the area;

· Maintains equipment for the emergency management office;

· Programs and maintains over 130 pieces of radio equipment used by several response agencies in the county;

· Maintain county disaster plans;

· In emergency, may serve as incident commander.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS:

· Knowledge of firefighting, hazardous materials, and rescue background;

· Knowledge of public health and/or bioterrorism planning would be a definite advantage;

· Knowledge of emergency management, homeland security guidelines, rules and regulations that apply;

· Knowledge of state and federal regulations pertaining to emergency management, hazardous materials and radiological protection;

· Knowledge of budgeting and accounting practices.

· Skill in leading, motivating, directing and mentoring other both paid and volunteer;

· Skill in all aspects of emergency preparedness;

· Skill in management functions of a public institution

ABILITY:

· Ability to establish relationships and communicate in writing and verbally;

· Ability to establish priorities for projects and work assignments;

· Ability to plan, organize, delegate responsibilities, attend to details and provide instruction to others verbally and in writing;

· Ability to operate a standard word processing computer program and be competent at basic data entry;

· Ability to read and interpret state statutes, regulations, and case law.

· Ability to effectively communicate on the radio and communication systems;

· Ability to work in all Kansas weather environments, including hot summers and cold winter;

· Ability to meet physical demands worksheet requirements.

CERTIFICATIONS, LICENSES, REGISTRATIONS:
Valid Class C Kansas Driver’s License; Within 24 months of hire, the employee will obtain and maintain certification as an emergency manager from an association or institution identified on a list, published by the State Division of Emergency Management, of recognized certifying entities.

REQUIRED EDUCATION AND/OR EXPERIENCE:

Four years related experience and/or training; or equivalent combination of education and experience.

PREFERRED EDUCATION AND/OR EXPERIENCE:

Five years related experience and/or training; or equivalent combination of education and experience.

Pay: $23.07 - $29.99 per hour
