Common Elements Within Emergency Management :

Many people in emergency management come from various walks of life but the common element is passion / compassion. Work done within the cycle of emergency management, Mitigation, Preparation, Response and Recovery, is undertaken with passion and compassion.

This work is NOT a traditional 9 to 5 job. We work at all hours and occasionally must address things we have never done before. These situations require critical thinking skills and the ability to make decisions based on limited information.

Duty Officer (DO) responsibilities : Serves as "on-call" emergency manager for 24-hour coverage on a weeklong rotating schedule to activate the Emergency Operations Center during severe weather watches / warnings, significant hazardous materials incidents & other emergency / disaster situations requiring County coordination and involvement.

  • Testing of the various systems and software utilized by the DO.
  • Coordinates closely with the National Weather Service, storm spotters, communications agencies, public safety agencies and other emergency services personnel, as well as city, State & Federal agencies during emergency / disaster situations.
  • Issues warning and watch information to National Weather Service. Activates outdoor warning system.
  • Directs and supervises work of volunteer staff called upon for duty in event of emergency.
  • Documenting tasks that were accomplished and data that was collected.
  • Act as the initial point of contact for interaction with various response agencies and County leadership.

Large Event Support : All emergency management staff can be called upon to support specific events which often require early or late hours to protect the public and be prepared to support responders in the event of a threat. Typically, these are events that bring together large groups of people which thereby could require emergency management support should an incident transpire.

Grant management and budget documentation is required by almost every position at various levels depending on the types of projects assigned.

All staff must have obtained basic National Incident Management System training including IS-100, IS-200, IS-2200, IS-700 and IS-800. It is preferred that staff have also taken the FEMA Professional Development Series.

All staff must demonstrate a basic proficiency in various computer-based applications / software such as the Microsoft Office Suite, WebEOC, Abobe Pro, Everbridge and various other applications.

Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.

Exercise sound independent judgement within general policies.

Principles of organization, management, program implementation, review and analysis.

Position Specific Responsibilities :

This position answers to the Director and the principal duties for this position include :

  • Maintaining the technology needed to run the Emergency Operations Center and Emergency Management Department as well as our other deployable resources, ie Mobile Command Vehicle and Communications Trailers.
  • Maintain remote operation centers for large venue events such as the Kansas Speedway, Sporting KC, T Bones and Providence Amphitheater.
  • Oversee Emergency Management, Fire, PD, Dispatch, Mobile Command Vehicle, and Speedway Operations camera systems maintenance, training users, setting security policies and approving access levels to users.
  • Analyze requirements, upgrading, and plans for system wide video, wireless technology, and viewing aids including but not limited to the Mobile Command Vehicle, EOC, and Health Department Operations Center.
  • Support new and existing network systems and users for camera network. GENETEC Video Software is the standard software used in the region. Deeply involved in how our camera system integrates with the rest of systems in the metro area.
  • Oversee project planning, designing, application development, monitoring use by the department and understanding of equipment needs.
  • Attend meetings and maintain awareness of other technology projects within the County, such as the countywide fiber network buildout, and assess the value to the EM mission.
  • Coordinate technical aspects of the department's servers, cameras, PC's, laptops, projectors, and video distribution system. EOC Activation requires the use of all technology working together in an integrated fashion that included displaying data and communication in and out of the EOC with equipment including but not limited to Barco AV Controllers, Genetec Camera Software, WebEOC, National Weather online chat and weather radar.
  • LARGE EVENT SUPPORT such as Kansas Speedway and their Operations Center during race weeks that includes meeting the technology and communication needs of Speedway Staff and emergency services.
  • Work closely with the Department of Technology Systems (DOTS) the County's IT department.
  • Administrator of Everbridge Alerting and Notification System. It is being expanded to all UG employees and other outside agencies for the notification of important information including critical incidents and events that are affecting our area.

  • Act as the project manager for technology related
  • Assuming responsibility for dispensing supplies and equipment;
  • Assist in training and exercises for employees, community partners, and volunteers;
  • Assess the need for dispensing supplies and equipment within the department and EOC;
  • Serve as the Data and Technology Coordinator during emergency operations;
  • Coordinates closely with Assistant Director for Operations to ensure plans are implemented & properly exercised to bring about understanding of the plans & to test their viability;
  • Work with Operations to develop written procedures and standard operating guides for all aspects of Emergency Management for before, during, and after emergency operations;
  • Serve as a resource for access to local, State & Federal plans, policies & procedures, both public & private, which may impact on the ability of the County to respond to, recover from & mitigate disaster / emergency events;
  • Planning and creating new programs and initiatives;
  • Evaluating the effectiveness of implemented programs and making regular improvements;
  • Prepare, manage, and report program budgets, to include grant-reportable expenditures; verifying and approving program expenditures;
  • Develop Data and Technology related policies and procedures;
  • Preparing program-specific reports including developing, rehearsing, and delivering professional presentations;
  • Monitor compliance with rules, policies, and regulations;
  • Performing research and related studies to create meaningful analysis for program initiatives;
  • Preparing and administrating contracts for service;
  • Writing grant proposals, gathering data for grant submission, and providing administration for grant funds;
  • Attending local, regional, State, and Federal meetings and conferences for information sharing, network building, and collaboration;
  • Providing exceptional customer service for inquiries and complaints, including providing all necessary follow up to resolve identified issues;
  • Willingness to accept and perform any additional duties assigned to meet business needs;
  • Provide exceptional engagement with internal and community partnerships, including, but not limited to : emergency management; police; fire; hospitals; volunteer agencies; businesses and industry; churches; long-term care facilities; veterinarians; rehabilitation services; daycare providers (adult and child); schools; special population services; and laboratories;
  • Coordinate training and exercises with partners and response agencies per the Wyandotte County Emergency Operations Plan;
  • Serve as a liaison / coordinator during emergencies;
  • Supervise volunteers and support staff which includes : providing training, guidance, and advice; evaluating performance of all participants, plans, and resources; and delegating tasks;
  • Coordinate program activities with other departments, organizations, agencies, and suppliers;
  • Innovate new programs and outreach activities to ensure engagement from key partners and stakeholders, including : research and information gathering, outlining the new program or initiative with timelines, proposed budget, and proposed resource allocation, preparing and presenting a business case with analysis, and implementing approved initiatives;
  • May work nights and weekends during Emergency Operations Center activation, while assigned as the Duty Officer, and when necessary working with volunteers and community groups during declared emergencies;
  • Monitor compliance with rules, policies, regulations, and grant requirements;
  • Prepares and administers contracts for service : which includes : developing terms for the contract; working with Purchasing and Finance to ensure compliance with Unified Government policies and procedures; ensuring compliance with grant, local, State, and / or Federal guidelines or regulations; verifying efficacy of the service provider to fulfill the contract;
  • Attend local, regional, State, and Federal meetings, and conferences, as assigned, for information sharing, network building, and collaboration, volunteer groups, and public and private agencies;
  • Prepares publications to include : operating procedures; and any other print materials needed by the Emergency Management Department;
  • Provides exceptional customer service for inquiries and complaints, including providing all necessary follow up to resolve identified issues;
  • Is willing to accept and perform any additional duties assigned to meet business needs.
  • Knowledge (Position Requirements at Entry) :

  • Education, Training, and Experience ( Position Requirements at Entry) :

  • Bachelor's degree in Information Technology, Systems Administration, Network Management or related field.
  • Four years of related experience with experience in application operations
  • Licensing and Certification ( Position Requirements at Entry or obtainable) :

  • Kansas driver's license
  • Basic and Advanced Emergency Management Professional Certification (preferred)
  • Ability to become a Kansas Certified Emergency Manager (KCEM) within 2 years of hire
  • Physical Requirements ( Position Requirements at Entry) :

    It is necessary to perform stooping, kneeling, crouching, reaching, standing, walking, talking, hearing, seeing, and repetitive motions.

    Lifting, carrying, and maneuvering up to 40 pounds occasionally, and / or up to 20 pounds frequently, and / or negligible amounts of force consistently to move objects.

    This job is rated as light work, the worker will be sedentary most of the time.

    Salary Range : 29.62-$40.43 / hr.
