Position Summary:
The Manager of Humane Investigations plays a key role in Animal Friends commitment to reduce and eliminate animal abuse and suffering. The primary purpose of this position is to supervise and manage all aspects of the Animal Friends Humane Investigations Department including staff and resources. This position also investigates reports of animal abuse and neglect in the community as a Humane Society Police Officer (HSPO) while serving as a point person for community outreach, education and supportive resources and supervising other officers. The Manager of Humane Investigations must also embrace the programs, mission, vision, core values, and culture of Animal Friends.
Essential Functions:
Management
· Responsible for the overall management of the Humane Investigations (HI) department at Animal Friends, including supervision of HI staff and volunteers.
· Oversees regular briefings with departmental staff to review caseload, discuss upcoming cases and challenges and prioritize new cases as a team.
· Provides constant communication with the other departments and supervisor about case work and strategizes efficient use of time and resources including admissions to the shelter.
· Oversees training and systems to ensure that internal and external communications support local, state, and federal laws and/or do not jeopardize the case and the welfare of the animal(s) involved.
· Oversees networking and educational opportunities with other animal agencies, police departments, and community organizations to educate these groups on responsible pet ownership.
· Oversees the creation of training resources for community outreach efforts and participates in providing training sessions as needed for other police officers, law enforcement agencies, and social services organizations.
· Creates, delivers, and documents training for Animal Friends employees (i.e. mass rescue efforts)
· Leads the development of departmental policies that are compliant with organizational policies as well as local, state, and federal laws and regulations.
Officer Duties
· Investigates reports of animal abuse and animal cruelty, interviews witnesses, collects evidence, and writes case reports.
· Assists in removal of abandoned or abused animals from undesirable conditions.
· Writes reports of activities and maintains files of confiscations and dispositions of animal cruelty.
· Issues warnings or citations in connection with animal cruelty related offenses.
· Prepares motions for sedation, euthanasia and spay and neuter, and other needs as they arise, and receives approval from the District Attorney’s Office and files the motions with the courts, including night court.
· Writes and files criminal complaints upon approval from the District Attorney’s Office.
· Writes, submits, and executes search warrants, upon approval from the District Attorney’s Office.
· Prepares for prosecutions related to animal cruelty cases, testifies, and provides evidence in court.
· Answers inquiries from the public concerning animal cruelty
Other
· Works collaboratively with other HSPO’s, animal control, dog warden, local, state and federal law enforcement agencies
· Attends and actively participates in certification classes at outside agencies both as a recipient and as a trainer.
· Leverages volunteer talent by engaging their assistance within the department, thereby helping us to further our mission and vision and to achieve the organization’s expectation of 100% integration of volunteers into our programs.
· Cleans facilities and equipment such as animal crates and HI vehicle(s) as needed.
· Performs other duties as assigned.
Salary $45,000-$60,000 based on experience.
Requirements
Qualifications and Experience:
· Must be a resident of the Commonwealth of Pennsylvania for a minimum of twelve (12) months to be eligible for this position.
· 3-5 years management experience – Required.
· Law enforcement/legal experience – Required.
· Experience in animal welfare work – Preferred.
· Associates or Bachelors degree in criminal justice or a related filed – Preferred.
· Act 235 Certified – Preferred (Must be completed within six (6) months of hire)
· Satisfactory completion of the training program established by Title 22 Chapter 37 governing Humane Society Police Officers, including criminal history background check required by the Act. (Can be completed after hiring provided it is successfully completed within six (6) months of hire)
· Must have access to dependable transportation, openness to local travel using an organizational vehicle, and willingness to respond after-hours when on-call.
· Valid driver’s license required.
· Flexible work availability required, including a rotating on-call shift. The department and the organization are a 24 - hour operation, which at times will require individuals to work evenings, weekends, holidays and/or special events at times, including our annual fundraising gala, Black Tie & Tails.
· Valid Pennsylvania Child Abuse, State Police, and FBI Fingerprint Clearances

Knowledge, Skills, and Abilities:
· Must be comfortable approaching, handling and/or restraining all animals regardless of species, size, breed, temperament, medical condition or overall health. (Training will be provided.)
· Familiarity with rules of criminal procedure required.
· Must demonstrate excellent writing skills.
· Must possess excellent communication and interpersonal skills; experience dealing with crisis situations and/or in advocacy-related work is preferred.
