Job Description
Nature of Work:
Plays a critical role in ensuring that the Department of Health adheres to all regulatory requirements, laws and internal policies. Responsible for the development, implementation, and continuous review of policies and procedures, ensuring compliance with federal, state, and local health regulations. Works across the organization to ensure safe, equitable clinical operations and compliance with regulatory, accreditation and patient/client safety standards.
Policy and Procedure Development: Implement and manage the new Policy and Procedure database. Develop, review and update policies and procedures to ensure compliance with applicable laws, regulations, and standards across the Department and adhering to county and state requirements. Track and manage the process of timely review, revision and development of Policy and Procedure that comply with federal, state and local regulations and funding requirements, as well as national accreditation, certification and licensing requirements. Monitor changes in laws and regulations that may impact the organization, and recommend necessary updates to policies and procedures, Review and update existing policies to ensure they remain current, relevant and effective. Collaborate with department leadership and staff to ensure policies are understood and followed across the organization. Communicate policy updates and changes to staff.
Compliance, Safety, Monitoring and Reporting: Monitor departmental activities for adherence to regulatory requirements and internal policies. Assist in the identification and assessment of risks associated with non-compliance and policy gaps. Identify areas of non-compliance and collaborate with department leadership to address and resolve issues. Prepare and submit compliance reports to appropriate individuals. Track and analyze compliance trends and make recommendations for improvements. Ensure compliance with all local, state and federal regulations, including industry-specific standards. Conduct internal audits to assess compliance with internal policies and external regulatory requirements. Advance the culture of safety for clients and staff alike. This includes collaborating with clinical staff and leadership to develop and ensure a safe clinical environment through training, policy and procedure, standard operating practices, workflows and plans. Investigate and respond to compliance-related concerns or incidents in a timely manner. Develop risk mitigation strategies and assist in implementing corrective actions. Support and lead the incident resolution process and system, including the completion of root cause analyses, implementation of corrective actions and communication to key stakeholders. Protects clients’ personal health information by maintaining compliance with HIPAA and other relevant health care-related IT security regulations.
Regulatory Knowledge and Guidance: Stay informed on changes in local, state and federal regulations impacting the Department of Health. Advise senior management and staff on the interpretation and application of policies, procedures and regulations. Serve as a subject matter expert on compliance-related matters, ensuring staff is well-versed in regulatory expectations.
Training and Education: Design and deliver training programs on policies, procedures and compliance-related topics. Provide ongoing support to employees by answering questions and clarifying compliance requirements. Ensure employees understand their role in compliance efforts and the impact of non-compliance. Promote a culture of compliance throughout the organization through awareness campaigns and initiatives. Work closely with other departments and stakeholders to ensure alignment on compliance efforts. Foster a culture of compliance within the Department by facilitating clear and open communication regarding regulatory and policy requirements.
Reporting and Documentation: Maintain comprehensive records of compliance audits, investigations and actions taken. Prepare and submit compliance reports to senior management, identifying any risks or areas for improvement. Ensure that documentation related to policies, procedures, and compliance is accurate, up-to-date, and accessible.
Continuous Improvement: Identify opportunities to streamline and improve policy and procedure processes, ensuring they are efficient and effective. Implement policy and procedure audits to ensure accuracy in tracking and version control. Support the development of best practices for compliance across the organization. Participate in external compliance workshops, conferences and networking opportunities to stay informed on industry best practices. Ensure all policy, procedure and compliance work is done through an equity and inclusive lens. Actively participate in performance improvement and advocacy activities that support the mission.
Performs other duties on an as-needed basis.
Minimum Qualifications
Education:
Bachelor’s degree in public health, health administration, legal studies, risk management or a related field from an accredited college or university.
Experience:
At least six years of experience in professional administrative work to include a combination of compliance, policy, or regulatory role, preferably within the health care or public health sector. Experience in project management, development, implementation, and monitoring of policies and procedures. Familiarity with health care regulations, laws, and standards, including HIPAA, OSHA, CMS, and state-specific health policies.
License or Certification:
Certified in Healthcare Compliance (CHC) or other relevant certifications is a plus.
Desired or Preferred Qualifications:
Knowledge of federal, state and local health care regulations. Proficient in Google Suite and Microsoft Office Suite. Experience with compliance management software. Master’s degree preferred.
