Summary:
The Compliance Officer ensures that the programs and services provided to all program participants are of quality and are provided in accordance with state and federal regulations. This position spreads awareness of policies, procedures, rules and regulations to improve understanding and promote compliance. The Compliance Officer is not expected to be a substantive expert in all areas of compliance but is responsible for coordinating with and among Delmarva Community Service's departments to ensure active and updated compliance programs. The Compliance Officer shall provide reasonable assurance to all stake holders that there are effective and efficient policies and procedures in place that are well understood and respected by all employees, and that the company is complying with all major regulatory requirements.
Essential Duties and Responsibilities:
- Ensure that all necessary organizational policies and procedures exist and are up-to-date, accessible to staff, broadly understood, and followed. As appropriate, draft or recommend new policies and procedures or updates to existing policy and procedures to maximize staff adherence.
- Periodically analyze/audit internal business systems to ensure they meet or exceed industry compliance and ethics standards.
- Address staff’s day-to-day questions on compliance matters
- Design and deliver regular training and educational programs to improve employee understanding of applicable laws, rules, and regulatory requirements
- Manage the organization's Code of Conduct, including its content and annual training to all staff
- Develop policies and programs that encourage managers and employees to report suspected fraud and other improprieties, without fear of retaliation.
- Coordinate internal compliance review and monitoring activities, including periodic reviews/audits across departments.
- Monitor organizational developments to anticipate compliance issues and ensure integration of compliance considerations and controls into planning processes.
- Independently investigate and act on matters related to compliance in coordination and consultation with the Chief Operating Officer, Chief Executive Officer and Board of Directors when appropriate.
- Risk management and loss control activities, work collaboratively with department leaders tohelp provide strategies, techniques, and approaches to recognize and confront potential threats
- Other duties as assigned
Education, Experience, Licensing, and Other Position Requirements:
- Undergraduate or graduate degree in public health, Business/Public Administration, or related field preferred.
- 5 years' experience in a Compliance or QA position in a non-profit or healthcare organization.
- Familiarity with health and human services operational, financial, quality assurance, and human resource procedures and regulations.
- Familiarity with regulatory agencies including DDA (Maryland Department of Developmental Disabilities and Delaware Department of Developmental Disabilities preferred.
- Excellent analytical, organizational, and interpersonal skills.
- Excellent oral and written communication skills, computer/technology proficient
- Outstanding organizational and people skills.
