This position announcement will be used to fill a full-time, exempt Community Engagement Officer (Executive Management Assistant I) in the Office of the County Executive. 

This is an “exempt” position that serves at the pleasure of the County Executive. This position reports to the Director and Assistant Director of Community Engagement and Constituent Services.


The salary for this position is $60,505 - $75,000 based on experience.

The Community Engagement Officer is part of the Office of Community Engagement and Constituent Services (CECS) within the Office of the County Executive. This is a public forward-facing position and is representative of the County Executive and the Administration. The Community Engagement Officer is the liaison between the Administration and the community we serve. The primary responsibility of this position involves connecting the Administration with the local community, fostering positive relationships, and promoting community involvement. The ideal candidate will be passionate about community development, be a strong communicator, empathetic, capable of efficiently handling a variety of inquiries and requests, have a results-oriented team attitude, and be capable of implementing creative engagement strategies. Each Community Engagement Officer serves approximately one-third of the county. This position will serve in Regions 1, 2, and 3.

Tasks include, but are not limited to: 

  1. Represent the County Executive in the community to articulate his vision and position on issues that affect county residents.

  2. Represent the County Executive by attending community events on his behalf and/or staffing the County Executive at various community events.

  3. Build, maintain, and strengthen relationships with community members, leaders, and organizations in one’s assigned county regions.

  4. Regularly and proactively meet with community members to listen to their concerns, needs, and ideas and relay this feedback and potential solutions to the Administration. 

  5. Communicate with constituents, civic associations, and other organizations using various communication methods and tools regarding important county services and issues that affect them.

  6. Collaborate with local stakeholders to identify opportunities for community improvement.

  7. Prepares briefing documents and written updates regarding issues and/or concerns in the regional areas, which are to be presented to the County Executive.

  8. Provide excellent customer service to the residents of Anne Arundel County who contact the County Executive’s Office and the CECS Office via phone, email, mail, or in person. Investigate and resolve constituent concerns and complaints in a timely manner by providing efficient and thorough responses to constituent and community concerns, conducting comprehensive research, working with departments, agencies, and other project matter experts, and responding to daily inquiries in a timely manner.

  9. Document and track all communication with community leaders, organizations, and constituent interactions and issues in Case Manager ensuring to log notes, customer contact information, email correspondence, and any supporting documents to support the investigation/communication.

  10. Work collaboratively with staff and county departments and agencies to address complex issues.

  11. Maintain up-to-date knowledge of relevant laws, regulations, and resources.

  12. Attend weekly CECS Team meetings and County Executive office staff meetings as required.

  13. Organize and participate in community events, meetings, and workshops which may take place after hours and on weekends.

  14. Other duties as assigned by the Director and Assistant Director of CECS.


Required Knowledge and Skills
 
The Community Engagement Officer is a high-visibility position that must be skilled at relationship building and possess general knowledge of Anne Arundel County Government departments and agencies and the administration’s priorities, has the ability to work in high-pressure environments while managing multiple priorities with minimal supervision, has strong verbal and written communication skills, excellent problem-solving and interpersonal skills, and be proficient in Google Suite. The individual must also have a positive attitude, empathy, and cultural sensitivity when working with diverse communities, and the ability to handle emotionally charged situations, a commitment to confidentiality and professionalism, and be skilled in constructive conflict resolution. This is a fast-paced office environment requiring excellent time management skills, adaptability, flexibility, ability to work independently and on teams, attention to detail, strong organizational skills, and a readiness to assist the Team with special projects as assigned. The individual must be willing to work a few evenings per week and some weekends. 

Graduation from high school; and three (3) or more years of experience in outreach and stakeholder engagement, event planning, government affairs, or related fields and/or constituent services work.


The successful candidate must be willing to work 3-4 evenings per week and some weekends. 

This position requires a thorough background check.Preference will be given to candidates who possess the following:

Three (3) or more years of experience in customer service related to government operations and services

Three (3) or more years of experience in community engagement or outreach related to government projects and initiatives



Salary : $94,374 - $178,135
