Description
The Director of the Office of Workforce Development for the Maryland Department of Labor's Division of Workforce Development and Adult Learning directs, guides and organizes all aspects of programs and customer service within the Office of Workforce Development, including foundations of the public workforce system, including Maryland's network of American Job Centers (AJCs) and the Maryland Workforce Exchange which have a major impact on the agency's mission and operations. Recognizing the important role that the Maryland Workforce Association and its 13 local workforce directors play in Maryland's public workforce system and the AJC network, the Director will be expected to prioritize meaningful and consistent partnership, communication, and collaboration with these key stakeholder organizations. The Director represents the Department before federal, state, and local officials, legislative committees, and executives of other agencies concerning program activities within the Department. The Director ensures the strategic alignment of programs and resources to best serve businesses and jobseekers while growing Maryland's economy.

Key Responsibilities
  • Directs, guides and organizes all aspects of programs and customer services within the Division of Workforce Development, including Maryland’s network of American Job Centers and the Maryland Workforce Exchange which have a major impact on the agency’s mission and operations;
  • Ensures the delivery of high quality workforce development services that support the needs of Maryland’s businesses, jobseekers and labor force;
  • Develops work requirements and objectives for the Office of Workforce Development.
  • Establishes overall program goals, standards, and controls to meet program objectives and oversees their achievement;
  • Oversees Local Workforce Area operations to meet goals and standards established in accordance with the State’s Strategic Plan;
  • Plans, organizes, implements, and administers policies and procedures to ensure administrative and operational goals, objectives and performance measures are met; 
  • Interprets federal workforce development and departmental policies; providing  guidance and technical assistance to the Workforce System, 
  • Develops interagency partnerships with other agencies and professional organizations to assess/discuss/resolve issues, and coordinate activities; 
  • Oversees fiscal processes for assigned program areas including developing spending plans for assigned program areas; approves expenditures related to the daily operation of the department; manages program expenses; ensures that program reporting is submitted in a timely manner;
  • Ensures compliance with all applicable federal, state and local laws as well as departmental and programmatic regulations and;
  • Represents the agency before federal, state, and local officials, legislative committees, and senior managers and executives of other agencies concerning program activities;
  • Oversees Workforce Performance Unit operations which includes the Maryland Workforce Exchange (MWE) Website, MWE customer support Helpdesk, and Maryland’s Eligible Training Provider List within the Office of Workforce Development to ensure that information systems exist to measure performance, generate required federal and state reports, structure management data reports for analysis to identify problem areas and serve as a basis for developing best practices that affect state, and local policies and operations;
  • Oversees customer support processes and organize them to enhance customer satisfaction;
  • Manages procurement processes and coordinate material and resource allocation;
  • Reviews financial information and adjusts operational budgets;
  • Ensures that information systems and data collection are functioning to enable the state to meet federal performance reporting requirements, meet BLS Federal/State cooperative program deliverables, manage programs of both federal and state services effectively, and develop strategies to improve disseminated to customers;
  • Analyzes national level proposals and data regarding workforce development to contribute input into national workforce development regulations, policies and procedures; 
  • Participate in executive meetings and retreats, budget and legislative preparation and briefings to develop departmental goals and objectives and to ensure that executive staff, subordinate staff and state legislators are informed of workforce development issues to provide improved customer services;
  • Ensures accessibility of  special programs (disability, youth, ex-offender and Migrant Seasonal Farm Worker that meet their needs, and achieve established goals;
  • Initiates collaborative efforts with State government and partner agencies to determine the current demand for various occupations and works to develop innovative workforce development initiatives;
  • Participating in national workgroups, associations, trainings, organizations and conferences on topic relevant to formulation of national policy, procedures, best practices for workforce development programs and to remain abreast of the latest trends in program services through surveys, models/ studies and to share results with staff at all levels to improve services to Maryland’s jobseekers and businesses;
  • Attending meetings with state agencies and local partners, businesses, such as DHS and local DHS, Commerce, GWIB, WIOA’s, employer groups and the Maryland Chamber to promote Workforce Development services and the use of Workforce Exchange services;
  • Negotiating cooperative agreements with other departments such as: Department of Public Safety and Correctional Services, Juvenile Services, Department of Human Services, Human Resources, Division of Rehabilitation Services and Telemon to improve customer services and enhance effectiveness in service delivery;


Skills, Knowledge and Expertise
Education: Bachelor's degree from an accredited college or university.

Experience:  Ten (10) years of leadership and management experience to include supervising and overseeing multiple units and programs. At least three (3) years of Workforce Development experience.
