Position Description
The Anoka County Information Technology Department is dedicated to delivering innovative and cost-effective technology solutions in partnership with county divisions, departments, offices, local jurisdictions, and the public.
We are seeking a Manager, Business Systems Analyst to collaborate closely with senior leadership to lead a team of business analysts and facilitate strategic decisions around prioritization of Business Systems Analyst (BSA) resources and technology priorities. This position actively participates in day-to-day operations, performing work alongside the employees they manage.
This role ensures that the team effectively analyzes, designs, and implements business systems solutions that align with the county’s strategic objectives. The Manager provides leadership, guidance, and mentorship to the Business Systems Analyst team, manages workload and priorities, and collaborates across departments to ensure seamless system integration and support. The role is also responsible for coordinating and prioritizing project activities, ensuring compliance with established processes, and driving continuous improvement within the team.
This is a full-time, exempt, hybrid position. Interviews will start the week of March 17, 2025 for those selected to move forward in the hiring process.

Work Location
- This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
- This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
- Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities

- Provide leadership for ongoing initiatives, plans and coordinate resources, assign tasks and communicate and manage timelines.
- Evaluate department business requirements and develop strategic roadmaps for various systems that support the department and Anoka County’s mission.
- Ensure technical and business process improvement needs are met, including troubleshooting, technical training, , and process mapping.
- Oversee and manage the work activities of Business System Analysts.
- Work closely with leadership to ensure projects have the necessary resources and support.
- Communicate information to all levels in Anoka County related to systems and projects within various divisions/departments.
- Manage and direct the technical activities for large/complex projects.
- Serve as a systems specialist and provide guidance and direction to internal project team members and external vendor partners.
- Manage a team within a subfunction for the division/department and provide direction to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
- Conduct in-depth business systems analysis (i.e. conduct business requirements gathering, create process/data flows, etc.)
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
- Requires a bachelor’s degree and at least 5 years of job-related experience.
- In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.
- Legally authorized to work in the United States without the need for current or future visa sponsorship.
Preferred Knowledge, Skills, and Abilities Needed
- Degree in Business Administration, Information Technology, Project Management or related field.
- Previous leadership experience.
- Experience with project management, user experience, agile methodologies, and leading data analytics.
- Ability to develop, plan, and implement technology, data and analytics strategic plans.
- Develop meaningful metrics in support of enterprise and line of business strategies.
Physical Demands and Work Conditions
- Standard office environment
- Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness
- Hearing abilities required for general and phone communication, signals, and machine sounds
- Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work
- Occasional lifting of 10-20 lbs.
- Equipment used includes computers, phones, and standard office equipment
- Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle
