The International Union of Operating Engineers Local No. 132 Fringe Benefit Funds (the “Funds”), located in Huntington, West Virginia, are seeking a Fund Administrator. The Fund Administrator reports to the Boards of Trustees for several multiemployer benefit funds - a Health and Welfare Plan, a Defined Benefit Pension Plan, a Defined Contribution Retirement Plan, and a Joint Apprenticeship and Training Fund.
The Administrator is responsible for the day-to-day operation of the Funds and the management of other Fund Office employees. The Administrator will work closely with the Funds’ Boards of Trustees, the Union, and contributing Employers. Additional tasks include, but are not limited to, monitoring employer contributions to the Funds, reviewing claims by Plan members, answering questions from Plan members, and coordinating with Fund affiliates including legal counsel, investment advisors, actuarial consultants, and other professionals.
The Administrator must also ensure that the Fund remains compliant with plan documents and relevant local, state and federal statutes, regulations and requirements. The Administrator’s ultimate duty is to ensure the appropriate delivery of benefits to participants.
Key Responsibilities
- Oversee and monitor the day-to-day administration of the benefit plans;
- Ensure accounting and document filing practices are accurate and compliant with policy and law;
- Manage and supervise an office of six collectively bargained staff members, and maintain responsibility for employee retention, hiring, and termination as needed;
- Maintain the Funds’ electronic systems and cybersecurity measures to ensure that the Funds’ member needs are met and recordkeeping is accurate;
- Oversee the Funds’ financial administration, including meeting the financial needs of the Fund Office related to building maintenance;
- Communicate Plan and policy terms to Fund Office staff, Plan members, Employers, the Union, and other service providers;
- Coordinate, prepare materials for, and conduct quarterly Trustee meetings, and additional meetings with Plan professionals as needed;
- Consult and communicate with Fund professionals on a regular basis, between Trustee meetings.
Requirements
The ideal candidate will meet the following requirements:
- Work Experience: Minimum of 5 years of experience in Taft-Hartley benefit plan administration preferred; minimum of 5 years of management experience preferred.
- Educational Background: Bachelor’s degree or equivalent work experience required.
Special Skills or Credentials:
- Knowledge of pension and health plan administration and compliance is strongly preferred, including familiarity with ERISA, LMRA, HIPAA, and other governmental/legislative regulations. Experience in the collective bargaining environment is also preferred.
- Strong work ethic and communication skills. Must be able to professionally and positively interact with Fund Office employees, Trustees, Union representatives, contributing employers, Plan members, and Fund professionals.
