Position Summary:
The primary function of this position will be to perform detailed review and analysis of professional services and construction documents (i.e., change orders, job orders, purchase orders, etc.) for a $5 billion capital improvement plan prior to these items being presented at various committees for approval.
This is an associate level position with our team supporting the Greater Orlando Aviation Authority (GOAA) in their management and oversight of capital and operational programs at Orlando International Airport (MCO) and Orlando Executive Airport (ORL).
The work location for this role will include a mix of working remotely and working onsite with our clients and partners to enable delivery and cultivate our client relationships.
\n- Performing management consulting services that can include construction auditing, cost reporting, financial oversight, job order training, program management oversight, program cost controls, financial modeling support, capital project risk assessment, and the following reviews: change order, budget, and funding compliance.
- Reviewing and preparing construction estimates and construction change orders under lump sum, not-to-exceed (NTE) and unit price contracts for compliance with contractual terms and conditions including allowable costs, overhead and profit markups, entitlement, requests for additional time and general conditions.
- Independent evaluation of proposed Contract Costs (estimates) and Change Orders.
- Reviewing construction schedules to assess time and cost related impacts.
- Reviewing submitted pay applications using established protocols and templates.
- Maintaining work papers to document the information received from the client, information reviewed, analysis completed, recommendations, and documents returned to the client.
- Developing a strong working relationship with the client and vendors to facilitate communication and resolution of issues identified during the review process.
- BS in Civil Engineering, Construction Management or equivalent.
- 5-10 years of experience working in the construction industry, with at least 3 years spent as a Project Estimator and/or specifically preparing, negotiating, and reviewing construction change orders.
- Experience with contract administration principles, methods, procedures, and practices, as well as project management methods and practices.
- Hold a Professional Engineer (PE) license or recognized certification in the fields of Engineering, Contracts Management, Cost Estimating or Program Management will be an asset.
- Must demonstrate understanding of construction processes and have experience in reviewing traditional Design/Bid/Build and Alternative Delivery contracts (including Progressive Design /Build (PDB) and Construction Manager at Risk (CMAR)) with respect to Direct Cost of Work, Work in Place and Estimate at Completion (EAC).
- Good knowledge of Construction Project Documents (drawings, specifications, bulletins, RFI’s, etc.),
- Applied knowledge of engineering design, construction methodologies, and scheduling software.
- Strong interpersonal skills; ability to communicate with multiple levels of the client’s organization (executive, middle management, and administrative).
- Ability to work with multiple parties with different goals and/or agendas, to reach consensus, and to work independently on assigned tasks as part of a larger team.
