POSITION TITLE : Director of Human Resources and Title IX Coordinator DEPARTMENT : Human Resources REPORTS TO : President of Antioch College DIRECT REPORTS : Student Workers FLSA STATUS: Full-Time, Exempt NO. OF HOURS PER WEEK: 40 POSITION SUMMARY : The Director of Human Resources and Title IX Coordinator is responsible for supporting human resources functions on a small college campus. The position completes day-to-day human resources activities in support of the employee life- cycle for staff , faculty, and students from hire to exit. This position is also the initial point of contact for HR services such as administration of human resource policies and procedures and providing HR stakeholders with needed services and support. Additionally, the Director will work closely with the President’s Cabinet to deliver strategically-aligned and legally-compliant human resources services across all levels of the organization. As Title IX Coordinator, the Director is also responsible for coordinating Antioch’s Sexual Offense Prevention Policy (SOPP), compliance with Title IX and related equity initiatives. The Title IX Coordinator serves as the college’s primary administrator for cases alleging sexual misconduct and gender-based discrimination for students, faculty and staff . The Title IX Coordinator further holds ultimate responsibility for the oversight of policy-development, prevention eff orts, and programming regarding sexual misconduct. DUTIES AND RESPONSIBILITIES: Human Resources Enter and maintain all employee data within the Paycor system, process employee (both student and non-student) personal, payroll, and employment information in the Paycor system including, new employment information, compensation, position or status changes, leave information, etc. Support and guide the hiring and onboarding process; administer search and onboarding tasks such as posting job opportunities, forwarding job applications to hiring manager/search committees, draft offer letters, conduct background checks, coordinate new hire orientation, and collect necessary employment paperwork. Maintain Human Resources fi les in compliance with federal, state, and local employment laws and regulations, and standard HR practices. Conduct exit interviews with departing employees and regularly provides summary of exit interview results to inform future planning. Coordinate employee engagement activities such as organizing employee events, team-building exercises, and the monthly employee engagement and wellness calendar. Conduct investigations of employee policy violations, including violations involving discrimination, harassment, and/or misconduct Manage FMLA, BWC, unemployment and other tasks as needed. Oversee the process for constructive and timely performance evaluations. Oversee initial employee disciplinary meetings, coordinate investigations and provide leadership and management with the outcome reports and recommendations. Coordinate performance improvement plans, warnings and terminations. Serve as a representative of staff affairs on the Justice, Equity, Diversity and Inclusion (JEDI) Council In coordination with the Director of Financial Aid, oversee the College’s GLBA (Gramm-Leach-Bliley Act) Information Security Program
Serve on the Work Progress Committee affiliated with the Federal Work College program; ensure student compliance with the minimum requirements of the FWC program Title IX Oversee Antioch’s Sexual Offense Prevention Policy (SOPP)-a ground-breaking prevention and response policy enacted by the community in the early 1990s. Manage the day-to-day responsibilities associated with Antioch’s Title IX compliance obligations. Investigate allegations of gender-based discrimination, harassment (including sexual harassment and sexual violence), retaliation, and other areas as requested. Receive and oversee timely processing of inquiries from students and employees regarding rights and responsibilities concerning harassing behavior or other discriminatory behavior in violation of SOPP or Title IX. Develop, report, and present investigation findings and recommendations for corrective action to the appropriate individuals and bodies. Identify opportunities for systemic corrective action, recommending changes to policies or operational practices and/or implementation of training to reduce recurrence of complaints. Advise complainants, respondents and witnesses of the applicable policies and procedures. Make referrals as necessary to support services including mental health providers, advocates, etc. Serve as a college conduct officer. Provide consultative services to the campus community regarding issues of affirmative consent, gender-based discrimination, harassment, retaliation, Title IX and other matters. Assist Public Safety with compliance in Clery Act standards and related reports. Oversee the Sexual Violence Prevention Collaborative committee Represent Antioch College as a participant of the Changing Campus Culture Initiative associated with the Ohio Department of Higher Education Coordinate and implement the annual campus climate survey for all students and employees Supervise and mentor student workers who contribute to the eff orts in this area of the College, including but not limited to: providing guidance, tracking hours and approving timesheets. Student engagement in our work program is integral to their educational experience. Supervisors serve as primary educational role models who provide learning
opportunities for students to build workplace skills that are developmentally appropriate and transferable to professional realms beyond the College. REQUIRED SKILLS AND QUALIFICATIONS: Computer proficiency and technical aptitude. Proven ability to work effectively in a team environment with associates Effective planning and priority setting. Ability to manage several complex projects simultaneously while working under pressure to meet deadlines. Strong analytical skills and a thorough knowledge of plan designs. Knowledge of all pertinent federal and state regulations, fi ling and compliance requirements, both adopted and pending, affecting employee benefits programs, including the ACA, ERISA, COBRA, FMLA, ADA, Section 125, workers’ compensation, Medicare, Social Security and DOL requirements. Excellent communication and organization skills. Able to interpret governmental rules and regulations in a higher education setting Excellent interpersonal, verbal and written communication skills with the ability to communicate effectively and positively with a wide range of constituencies. Title IX training and certification preferred, but will also be provided annually. Experience working effectively with diverse populations while understanding the complexities of intersectionality among groups that represent gender identity, gender expression, sexual orientation, sexuality, race, ethnicity, class, physical and mental ability, age, religion and national origin. Demonstrated ability to conduct investigations. Ability to maintain strict confidentiality in all appropriate areas while maintaining a positive and solution oriented demeanor. Demonstrated high degree of independent judgment and high level of accountability for decision making. Experience with community standards. Skilled in collaborative problem solving, conflict resolution and teamwork. Proficiency in Microsoft Office Suite; particularly Word and Excel. CERTIFICATES, LICENSES, AND REGISTRATIONS: Ohio Driver’s License PREFERRED SKILLS AND/OR QUALIFICATIONS: Experience in a higher education setting One year of experience with responsibility for mandated compliance initiatives (COBRA, FMLA, I-9, BWC, etc.) Five years of related experience working effectively with gender equity, affirmative consent, and Title IX in a higher education or nonprofit setting preferred. PHYSICAL CONSIDERATIONS:
Position works extensively in an office environment; seated or standing and utilizing standard office equipment such as networked computers, telephones, copiers, fax machines. Indoor office environment; heated and cooled institutionally. Occasional requirement to move around campus and in other locations, indoors and outdoors, over paved and rough terrain experiencing local temperature and weather variations.
