Overview :
We are seeking a skilled and experienced Procurement / Contract Specialist to join our team for a 12month contract. The ideal candidate will have experience in public procurement preferably within the public utility sector and will focus on supporting the solicitation advertisement and award processes for water and sewer pipeline construction projects. This role plays a critical part in ensuring all procurement activities are compliant with legal and regulatory requirements while supporting the development and management of contracts to ensure successful project delivery.
Key Responsibilities :
- Prepare post and manage public solicitations for water and sewer pipeline construction projects.
- Facilitate and manage bidding processes ensuring compliance with procurement laws and regulations.
- Coordinate and conduct bid openings evaluations and contract award recommendations.
- Draft and review contracts and procurement documents for construction projects.
- Collaborate effectively with internal teams and external contractors.
- Maintain and update procurement records ensuring full documentation of solicitation and award processes.
- Monitor project milestones and ensure contractor adherence to contract terms and conditions.
- Respond to bidder inquiries and provide guidance on procurement policies and processes.
- Assist with contract dispute resolution and issue management throughout the contract lifecycle.

Perks of Working as a Contractor for AP Recruiters :
This is not a direct hire role but an hourly consulting position with Omnia Partners. Reflik shall be the employer of record for the candidate selected for this role (i.e.... Reflik will hire the contingent worker as a W2 employee and pay the salary benefits workers compensation etc.)Corptocorp or subcontracting for this role is not permissible. You will be eligible to receive a referral reward up to the end of 12 months from the candidates start date or until the end of the assignment whichever is earlier. If the client decides to hire a candidate fulltime during the contract tenure you will receive 50% of any applicable conversion fee paid to Reflik. You will receive the referral reward indicated based on the candidates hourly pay rate based on actual hours worked. Reflik will pay you the referral reward after the client has paid Reflik for the hours worked by the candidate.
Pay rate
Reflik will pay this amount to the consultant for each work hour documented in the clients timesheet.
