What are the responsibilities and job description for the Director of Affordable Housing Management position at Apartment Management Consultants, LLC?
We are currently seeking a Director of Affordable Housing Management.
The Director of Affordable Housing Management will be responsible for nationwide mixed-use, multi-program, affordable housing building assets. As part of this responsibility, the Director of Affordable Housing Management leads the organization’s Affordable Real Estate Managed Portfolio.
Responsibilities include:
- Measure and analyze the overall compliance, financial performance, and personnel of all properties that fall under the AMC Affordable Housing portfolio. Direct supervision of any/all Senior Vice Presidents, Vice Presidents, and Compliance Managers. Indirect supervision of any/all Regional Property Managers and Compliance Personnel.
- Develop procedures, forms, training modules, and related materials to ensure that industry best practices are used in ensuring continuous compliance for properties with affordable programs, including, but not limited to: LIHTC, PBRA, HOME, tax exempt bond, Section 811, Section 504/Fair Housing.
- Work with staff and third-party construction managers to generate and monitor operating and capital budgets for all properties;
- Review monthly, quarterly, and annual property operating reports and financial statements and report to clients and their tax credit investors, joint venture partners, and government agencies;
- Monitor and review the appropriate legal agreements and covenants to ensure:
- Compliance with all LIHTC requirements,
- Experience in Section 8 administration, both elderly/disabled, and family designations,
- Cash and reserve protocols are met,
- Compliance reporting is completed, and agency inquiries are answered in a timely manner,
- Review and evaluate property and casualty insurance and other insurance coverage across the portfolio and collaborate in risk management and minimization activities.
- Liaise with Controller and/or Assistant Controller to integrate real estate accounting and reporting into organization-wide systems. Serve as the main liaison to outside auditors of housing affiliates’ fiscal policies and practices.
- Oversee a team of compliance managers while also performing compliance duties; required to travel based on business need
- Interpret regulatory agreements
- Generate/approve all Rent Schedules
- Review all Pre-MOR and Pre-CTCAC audits
- Implement all Affordable documents
- Review/approve corrections and responses for all audits
- Monitor the performance of Affordable communities in a set region
- REAC and Management Review preparation and response
- Mitigation of issues with HUD (REAC and MOR findings, red flags, 2530 issues)
- Oversee and refine tracking of property-specific program types, set-asides, compliance requirements, audit scheduling, recertification dates, and applicable agency and/or owner contracts
- Apply policies and procedures to minimize AMC and client exposure to governmental risks, including review of new industry regulations.
- Direct and assist with the learning, training, and overall development of the affordable corporate team as well as the onsite personnel.
- Direct oversight of rent implementation and monitoring
- Direct oversight of utility and utility allowance analysis for portfolio
Requirements:
- 7 years of affordable housing asset management
- Proven experience with other affordable housing programs such as LIHTC, HUD, Section 8, 202, and/or 811
- Certified Occupancy Specialist and Blended Occupancy Specialist
- Knowledge of processing Low Income Housing Tax Credit (LIHTC or Section 42) certification paperwork
- Self-motivated with ability to work independently
- Excellent attention to detail and accuracy
- Ability to communicate effectively with others – employees, properties, supervisors, etc.

Compensation: Full- Time $150,000 to $275,000 per year
