The MANAGER OF HUMAN RESOURCES will
- Function with autonomy, diplomacy and professionalism within the guidelines established by this organization
- Promote the well-being of the human aspect of this organization and report any concerns to the Vice President of Human Resources
- Administer the principles of short- and long-range planning to anticipate and avoid issues
- Promote the organization and display an image of high professional esteem
- Utilize the support staff to the best interests of this organization
- Act as a liaison, Team Leader and link communication between the Sr. Vice President of Human Resources and the Human Resource Department Support Staff
- Function with the highest esteem in dealing with all employees, clients and consumers of this organization
- Be an advocate for all the policies, protocol, labor grades etc. of the organization
- Foster a humane atmosphere within the Human Resource Department as well as the entire organization
RESPONSIBILITIES OF THE JOB AND ESSENTIAL ELEMENTS
HUMAN RESOURCE OPERATIONS

Assist the Director of HR with
- Tracking, trending, reporting on all areas related to Human Resource Management

FIELD SUPPORT STAFF
- Assist as necessary with all classified print advertisements
- Assist as necessary the field staff candidate choice
- Develop Letters of Intent to Hire

BUSINESS OFFICE STAFF
- Up to and including Manager level candidates
- Approve classified advertisements

Conduct first line interviews
- Make recommendation for top candidates to next level management for second interview
- Make verbal job offer
- Develop and sign letters of intent to hire

FIELD SUPPORT STAFF

ADP and HR Computer software and programs
- Maintain HR Database; collaborate with IT Department to utilize technology to maximum the accuracy of records and reports and reduce duplication

- Assist with and be available for employee meetings (scheduled and unscheduled) and provide feedback according to Personnel Policies and Procedures
- Assist with and provide support to all employees and supervisors; implement disciplinary guidelines; apply policies and procedures consistently to all employees

RECORDKEEPING & FILE MAINTENANCE
- Monitor the file storage area and ensure all records are filed appropriately and are accessed by authorized personnel only.

- Assist with and conduct Exit Interviews
- Assist with resignation letters, complete resignation acceptance letters

- Complete termination letters, accompanying paperwork, and conduct termination meetings

- Assist with completion of unemployment questionnaires and attend unemployment hearings

- Complete all verifications timely and obtain appropriate documentation
MANAGEMENT TRAINING & EDUCATION
- Assist in development and maintenance of HR developed programs
PAY RATE VERIFICATION FORM
- Assist with and assure all forms are signed/dated and filed in the personnel file
PERSONNEL POLICIES AND PROCEDURES AND FORMS
- Assist with, monitor, implement, train, edit as necessary
RECRUITMENT & RETENTION
- Assist with and monitor, implement, report on key components for SCFF
- Oversee and monitor Open Position Reports
SALARY & LABOR GRADES
- Assist in the development of labor grades and monitor and implement as per program, department and organizational level requirements up to and including Manager level candidates
INVESTIGATIONS
- Assist with the notification of employees identified as targets in the investigation and follow recommendations received from Investigation Review Panel
TIMEKEEPING DOCUMENTATION
- Assist with and monitor bi-weekly email relative to employee’s timekeeping process
- Assist with payroll issues and/or questions

MINIMUM EDUCATIONAL QUALIFICATIONS REQUIREMENTS
- Bachelor’s degree in human resources or related field

PREFERRED EXPERIENCE QUALIFICATION REQUIREMENTS
- EXPERIENCE
- Two (2) to Five (5) years’ experience in Human Resources
- Knowledge of local, state, and federal employment laws and regulations
- Excellent communication skills
