The MANAGER OF HUMAN RESOURCES will

  • Function with autonomy, diplomacy and professionalism within the guidelines established by this organization
  • Promote the well-being of the human aspect of this organization and report any concerns to the Vice President of Human Resources
  • Administer the principles of short- and long-range planning to anticipate and avoid issues
  • Promote the organization and display an image of high professional esteem
  • Utilize the support staff to the best interests of this organization
  • Act as a liaison, Team Leader and link communication between the Sr. Vice President of Human Resources and the Human Resource Department Support Staff
  • Function with the highest esteem in dealing with all employees, clients and consumers of this organization
  • Be an advocate for all the policies, protocol, labor grades etc. of the organization
  • Foster a humane atmosphere within the Human Resource Department as well as the entire organization

RESPONSIBILITIES OF THE JOB AND ESSENTIAL ELEMENTS

HUMAN RESOURCE OPERATIONS

  • Assist the Director of HR with
  • Tracking, trending, reporting on all areas related to Human Resource Management

  • RECRUITMENT
  • FIELD SUPPORT STAFF

    Assist as necessary with all classified print advertisements

  • Assist as necessary the field staff candidate choice
  • Develop Letters of Intent to Hire
  • BUSINESS OFFICE STAFF
  • Up to and including Manager level candidates

  • Approve classified advertisements
  • Conduct first line interviews
  • Make recommendation for top candidates to next level management for second interview

  • Make verbal job offer
  • Develop and sign letters of intent to hire
  • EMPLOYMENT ACTIVITIES

  • ELECTRONIC FILES
  • ADP and HR Computer software and programs

    Maintain HR Database; collaborate with IT Department to utilize technology to maximum the accuracy of records and reports and reduce duplication

  • EMPLOYEE COUNSELING
  • Assist with and be available for employee meetings (scheduled and unscheduled) and provide feedback according to Personnel Policies and Procedures

  • Assist with and provide support to all employees and supervisors; implement disciplinary guidelines; apply policies and procedures consistently to all employees
  • RECORDKEEPING & FILE MAINTENANCE
  • Monitor the file storage area and ensure all records are filed appropriately and are accessed by authorized personnel only.

    POST EMPLOYMENT ACTIVITIES

  • RESIGNATIONS
  • Assist with and conduct Exit Interviews

  • Assist with resignation letters, complete resignation acceptance letters
  • TERMINATIONS
  • Complete termination letters, accompanying paperwork, and conduct termination meetings

  • UNEMPLOYMENT
  • Assist with completion of unemployment questionnaires and attend unemployment hearings

    JOB DESCRIPTIONS

  • Assist in the development and maintenance of all Job Descriptions
  • JOB EVALUATION FORMS

  • Assist in the development and maintenance of all Job Evaluation Forms
  • EMPLOYMENT VERIFICATIONS

  • Complete all verifications timely and obtain appropriate documentation
  • MANAGEMENT TRAINING & EDUCATION

  • Assist in development and maintenance of HR developed programs
  • PAY RATE VERIFICATION FORM

  • Assist with and assure all forms are signed / dated and filed in the personnel file
  • PERSONNEL POLICIES AND PROCEDURES AND FORMS

  • Assist with, monitor, implement, train, edit as necessary
  • RECRUITMENT & RETENTION

  • Assist with and monitor, implement, report on key components for SCFF
  • Oversee and monitor Open Position Reports
  • SALARY & LABOR GRADES

  • Assist in the development of labor grades and monitor and implement as per program, department and organizational level requirements up to and including Manager level candidates
  • INVESTIGATIONS

  • Assist with the notification of employees identified as targets in the investigation and follow recommendations received from Investigation Review Panel
  • TIMEKEEPING DOCUMENTATION

  • Assist with and monitor bi-weekly email relative to employee’s timekeeping process
  • Assist with payroll issues and / or questions
  • TRANSFERS – PROMOTIONS – DEMOTIONS

  • Business Office
  • Assist with office transfer / promotion requests for the Business Office up to and including Manager Level

  • WAGE & HOUR
  • Adheres to all Wage & Hour regulations

    Be well-versed on all state, federal and corporate regulations and implement as deemed necessary

  • MONTHLY MANAGEMENT HR REPORTS
  • Track key components of the report and submit to the HR Director.

  • ADHERE TO AND FOLLOW
  • The By-Laws of the Corporation and as set forth in the Articles of Incorporation

  • MINIMUM EDUCATIONAL QUALIFICATIONS REQUIREMENTS
  • Bachelor’s degree in human resources or related field

  • PREFERRED EXPERIENCE QUALIFICATION REQUIREMENTS
  • EXPERIENCE

    Two (2) to Five (5) years’ experience in Human Resources

  • Knowledge of local, state, and federal employment laws and regulations
  • Excellent communication skills
  • Excellent writing, documentation, and personnel record keeping skills
  • Excellent organizational skills and detail oriented
  • Excellent Managerial Skills
  • Excellent Computer Skills
