About the Position

The Disaster Recovery Coordinator position is part of the Ministries Department, functioning in the Disaster Recovery program, and is responsible for supporting, maintaining, and facilitating ASP’s overall disaster recovery efforts in the impacted communities of eastern Kentucky.  The Disaster Recovery Coordinator (East Kentucky) position currently reports to the Vice President of New Build and Disaster Recovery.

 

This is a full-time position based in eastern Kentucky, and within reach of our program hubs, including ASP’s offices and facilities which are currently held in Whitesburg. Irregular hours may be required. This role may require extensive travel between multiple construction sites around the counties and communities of east Kentucky, as well as to ASP’s headquarters in Johnson City, Tennessee, and other possible locations in ASP’s service area. 

 

This position will oversee, manage, and facilitate success in the related areas of home repairs and new home construction, as well as readiness for, response to, and recovery from, additional disaster incidents around the region.

 

Job Responsibilities

Overall

  • Maintain overall responsibility for the smooth-running operation of ASP’s Disaster Recovery program, specifically the recovery in eastern Kentucky following the summer 2022 flooding, including, but not limited to, ensuring overall program performance to high quality standards, remaining on schedule, within budget, and delivering on all program/funding requirements.
  • Provide program management over a large and diverse service area (develop program parameters based on the unique needs in each community).
  • Ensure organizational priorities and initiatives are carried out.
  • Assist in ensuring a programmatic staff structure that allows for efficient and effective delegation of tasks. Provide delegation and supervision of staff or Fellows as needed.
  • Ensure the utilization of systems that streamline quality performance while also mitigating risk and maximizing safety.
  • Provide program analysis and decision making for efficiency and productivity. 
  • Represent ASP and the Disaster Recovery program at fraternal organization meetings, community gatherings, conferences, and other public events as needed.
  • Assist in maintaining ASP’s active involvement in national and/or regional VOADs (Voluntary Organizations Active in Disasters) as needed.
  • Communicate relevant updates to supervisor regularly. Act as a link between field operations, office staff, and management.
  • Work with supervisor and staff to set, track, and achieve realistic and proactive programmatic goals.
  • Analyze volunteer, family, and staff feedback; plan for adjustments and improvements as needed.

Construction & Field Operations

  • Help ensure that ASP’s presence in East Kentucky is equipped and ready to continue expanding construction operations (home repair and new construction), receive and facilitate volunteers, and respond to disaster incidents, as needed.
  • Work with supervisor, staff, and other ASP personnel to ensure all facilities and centers are maintained at or above a clean and acceptable standard.
  • Ensure continuous, effective, and timely communications with other staff, departments, and programs across all of ASP, to support and assist work happening in the field – including, but not limited to the Volunteer, Accounting, and Advancement Departments.
  • Support the planning, preparations, and set up of local Summer Repair Program efforts, as needed.


Case Management

  • Ensure proper, timely, and accurate communication with prospective and current clients.
  • Ensure collection and maintenance of required paperwork, pictures and records for all cases and projects.


Program Sustainability/Funder and Grant Compliance

  • In conjunction with leadership and various ASP Departments, ensure adequate resources are available to sustain program performance. Assist in program specific fundraising efforts and grant writing as needed.
  • Ensure performance expectations and reporting from funding sources are met.
  • Build upon current partnerships for volunteers, funders, contractors, and community support.
  • Assist in program specific fundraising efforts and grant writing, as needed.
  • Ensure financial accounting and reporting is accurately processed as needed for accounts payable, accounts receivable, and general financial tracking.
  • Ensure performance expectations and reporting from funding sources are met.
  • Approve program related expenditures and expense allocations up to the amount allowed for this position. Ensure accuracy, ethics, and budget compliance for transactions.


Financial

  • Ensure all programmatic activities are fully resourced and remain within budget.
  • Assist in creating annual program budget. 
  • Ensure financial accounting and reporting is accurately processed as needed for accounts payable, accounts receivable, and general financial tracking.
  • Approve program related expenditures and expense allocation up to the amount allowed for this position. Ensure accuracy, ethics, and budget compliance for transactions.

Staff Management: 

  • Ensure a programmatic staff structure that allows for efficient delegation of tasks.
  • Directly oversee and monitor staff responsibilities to ensure excellent performance.
  • Provide meaningful, constructive, and positive feedback to staff regularly.
    • Provide thorough written evaluations at least once a year on each direct report.
    • Provide in-person office and program evaluations on a regular basis.
  • Help foster an environment for open communication among program staff.
  • Serve as a positive role model for staff in community, organization, completion of tasks, and personal & professional growth.
  • Support and nurture the spiritual development of all staff. Actively support the vocational discernment curriculum of any Fellows connected to this position’s purview or under this position’s supervision.


Administrative

  • Ensure the maintenance of thorough electronic and hard-copy documentation for each family, home, project, and grant.
  • Ensure any program procedure manuals are kept up to date.
  • Seek out applicable training opportunities to enhance skill and knowledge.
  • Adhere to budget guidelines.
  • Prepare for and participate in ongoing evaluation processes.

Other

  • Adhere to organizational and departmental core values, expectations, guiding principles, mission, vision, and budget guidelines.
  • Anything else that contributes to the smooth-running operation of ASP’s mission and other duties as assigned by supervisor.


Candidate Description & Qualifications

 

Required:

  • Desire to work in a Christian environment and passion for the mission of safe housing.
  • Responsible work habits as outlined in the Ministries Department Core Values and Expectations (attached).
  • Highly motivated, dedicated, results-based self-starter. Ability to work in a high pressure, time sensitive environment. 
  • Strong knowledge and expertise in construction business management.
  • Flexibility to work unusual hours seasonally and travel within ASP’s 5-state service area. 
  • Ability to work with, train, advise and assist a variety of volunteers and staff.
  • Excellent written and oral communication skills.
  • Ability to work on a team and autonomously.
  • Computer literacy.


Desired:

  • Construction Knowledge
  • Bachelor’s Degree.
  • Experience in residential construction.
  • Experience with Disaster Recovery
  • Experience with fundraising or donation management.
  • Experience with ASP or a similar service-focused program. 


Other Requirements: 

  • Valid driver’s license and driving record that is acceptable to ASP’s insurer.
  • Regional travel is expected, some overnights may be necessary.
  • This role may require occasional weekend or holiday work.
  • All employment is contingent on satisfactory results on a thorough background check.


Compensation

 


  • Salary based on education and experience.
  • Medical and dental insurance: Coverage provided by ASP. Details of coverage to be provided prior to employment.

  • Vehicle use: Use of an ASP vehicle for official purposes only, in accordance with vehicle use policy.

Personal:

15 days paid annually for the first two years.

20 days paid annually after two years.

25 days paid annually after eight years. 


Holidays:

10 paid holidays. Christmas break, which is counted as one holiday, begins December 26 and ends January 2. 

 

Sick Leave:

12 paid sick days per year.

 

Weather Days:

CEO has authority to close the office at any time due to inclement weather.
