Appalachia Service Project, Inc. (ASP) is a Christian ministry, open to all people, that inspires hope and service through volunteer home repair and replacement in Central Appalachia. ASP is a non-profit 501(c)(3) organization. Using the skills and efforts of thousands of volunteers, ASP provides home repair and replacement to low-income households in Central Appalachia.

About the Position
The Human Resources Manager will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resources (HR) department, ensuring legal compliance and implementation of the organization’s mission and talent strategy. This position oversees the recruitment, hiring, onboarding, retention, and offboarding of all ASP staff. The Human Resources Manager oversees the Hiring Team and Human Resources Team. The Human Resources Manager is a salary position located in Johnson City, TN, and responsible to the Vice President of Operations.
Job Responsibilities
Supervisory Responsibilities:
- Oversees the daily workflow of the HR department and Hiring Team
- Provides constructive and timely performance evaluations.
Duties/Responsibilities:
- Administers or oversees the administration of human resource programs including, but not limited to compensation, bi-weekly payroll reporting, benefits, and leave, workers’ compensation claims, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition and morale, occupational health and safety, and training and development.
- Identifies staffing and recruiting needs, develops and executes best practices for hiring and talent management, and recruits, interviews, hires, onboards, and offboards all employees regardless of department or employment status.
- Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations, and recommends best practices, reviews and modifies policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and innovative technologies in human resources, talent management, and employment law, and applies this knowledge to communicate policy, practice, and resource changes to upper management.
- Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.
- Maintains secure personnel files and record keeping, including staff roster and organizational chart.
- Work with insurance agents on organization-wide coverage of various capacities.
- Facilitate job performance evaluations and updated position job description organization-wide, review the evaluations for consistency in application and proper documentation.
- Develops and implements departmental budget.
- Facilitates professional development, training, and certification activities for HR staff.
- Emphasizes care for employees and a positive work environment through promoting camaraderie, collaboration, and personal and professional growth, helping to ensure a feeling of fulfillment and satisfaction with a role at ASP
- Always operate with a high degree of integrity and confidentiality, recognizing that human resource files and issues are highly confidential.

Candidate Description

- Thorough knowledge of employment-related laws and regulations.
- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.
- Bachelor’s degree in Human Resources, Business Administration, or related field required.
- At least three years of human resource experience is required.
- SHRM-CP or SHRM-SCP is highly preferred.
