Senior Proposal Manager

The Senior Proposal Manager will oversee the entire proposal development process for multiple high-priority projects. They will collaborate with internal teams (consultants, legal, finance, subject matter experts) to ensure that all proposals are compelling, compliant, and delivered on time.
Key Responsibilities
Monitor procurement portals to identify potential opportunities and ensure opportunity distribution to internal channels.
Engage with internal stakeholders and industry partners to identify and shape potential opportunities using knowledge of company capabilities, client relationships, and contract vehicles.
Develop, manage, and maintain a robust pipeline.

Key Responsibilities

- Lead the proposal development process, managing multiple high-priority projects simultaneously.
- Coordinate and work with internal teams including consultants, legal, finance, and subject matter experts (SMEs).
- Create and share proposal timelines, checklists, and outlines.
- Organize and facilitate key meetings such as project kickoffs, reviews, and debriefs.
- Provide on-the-spot training and guidance to colleagues new to proposals.
- Work with external vendors to provide additional support if needed.
- Assist the writing team and SMEs in developing top-notch proposals that require creativity and flexibility.
- Ensure all submitted proposals meet compliance standards and are compelling.
- Develop proposal templates and guides that align with requirements.
- Create customer-focused win strategies and unique selling points.
- Coordinate graphic development for impactful visuals.
- Review and edit proposal drafts, ensuring clarity, consistent tone, win themes, and compliance.
- Organize the final assembly and submission of electronic or paper proposals.
- Participate in strategy calls for win themes, partnerships, and solutions.
- Maintain a proposal library, including case studies, past surveys, and previous content.
- Track proposal performance and gather client feedback for continuous improvement.
- Manages post-submission activities related to bid submission including finalist presentations and requests for additional information from procurement officers.
- Stay updated on the latest tools and techniques in proposal management.
- Handle other proposal and administrative tasks as assigned.
Skills and Abilities
- Proven ability to work with senior leaders and manage teams of writers and SMEs to meet tight deadlines.Strong multitasking skills in a fast-paced, high-pressure environment.
- Effective coaching skills for teams with diverse expertise.
- Creative problem-solving abilities to overcome challenges.
- Excellent editing and writing skills for refining non-technical content.
- Ability to shepherd proposals from initial concept to polished final product.
- Adherence to best practices while staying flexible for team needs.
- Comfort working with geographically dispersed teams.
- Bachelor's degree with a minimum 10 years of experience in managing federal government proposals.
- Familiarity with industry standards like Shipley.
