Penn State Human Resources is seeking a team-oriented self-starter to join the Talent Acquisition organization. The Talent Acquisition Specialist will report to the ARL Talent Acquisition Senior Specialist and will be embedded in The Applied Research Laboratory (ARL) at Penn State.
ARL is an integral part of one of the leading research universities in the nation and serves as a University Center of Excellence in Defense science, systems, and technologies with a focus in naval missions and related areas. As a DoD-designated, U.S. Navy UARC (University Affiliated Research Center), ARL maintains a long-term strategic relationship with the U.S. Navy and provides support for the other services. ARL is comprised of approximately 1,500 employees located at multiple locations throughout the United States.
The Talent Acquisition Specialist will be a part of the team that is responsible for the continuing evolution of ARL’s talent acquisition program. The role will act as a talent advisor to hiring managers on the lifecycle recruitment process including a heavy emphasis on sourcing and building talent pipelines.
The Talent Acquisition Specialist will :
- Develop creative strategies for hard to fill, technical, and non-technical positions.
- Collaborate with hiring managers to understand their recruitment needs; identify and develop key skill requirements for all recruitment efforts.
- Identify and source talent utilizing various sourcing channels, including but not limited to, LinkedIn, social media, professional networks, job boards, and referrals.
- Expand ARL’s employer brand by attending career fairs, conferences, and networking events.
- Manage the offer negotiation process between candidates, hiring managers and ARL Human Resources to expedite the hire process.
- Participate in identifying best practices and trends in the field of talent acquisition to support the future development of talent acquisition strategies.
This position minimally requires a bachelor’s degree plus six years of relevant experience, or an equivalent combination of education and experience.

A hybrid work arrangement where the selected candidate is in a commutable distance to University Park, PA, Reston, VA or Annapolis Junction, MD. Periodic travel for networking and events is required.
The Talent Acquisition Specialist will be subject to a government security investigation and must be a U.S. citizen to apply. Employment with the ARL will require the successful completion of a pre-employment drug screen.
