Job Summary

Aptive is seeking a Senior Capture Manager to join the Veterans Health Account HealthcareTechnology team. The Senior Capture Manager will have overall responsibility for managinggrowth activities including new opportunity identification and validation and proposaldevelopment and submission. In this role you will oversee all capture operations to include goto market strategy and research, activity scheduling and coordination, resource allocation, andstaff support as needed.

This role requires the ability to identify and support the capture of multiple, simultaneousqualified opportunities in a collaborative environment and partner with account leadership andpeers to grow the account. Capable of executing all aspects of the Capture/Proposal process,the Sr. Capture Manager is fully responsible and accountable for all capture activities fromidentification through contract award and transition.

In addition to supporting the identification and pursuit of new opportunities and managing thedevelopment of compliant, responsive, and compelling proposals, you will be expected tocontribute to improving growth operations and go to market strategy for the HealthcareTechnology team and larger Veteran Health Account by identifying areas for improvement andleading continuous improvement initiatives as we continue to grow.

Primary Responsibilities

• Guide and Lead capture activities by actively collaborating with executives, managementteams, internal business units, business development personnel, partners, consultants,and subject matter experts to provide leadership, support, and overall direction tocapture activities leading to bids and proposals (B&P).• Develop relationships with key stakeholders in the Veteran Health market includingVeteran Healthcare Administration employees, teaming partners, industry experts, andpeer organizations• Work with account leadership and peers to identify opportunities for growth within ourtarget markets including refinement of go to market strategies and delivery capabilities• Support the development and management of teaming strategies, including negotiationof teaming agreements through completion• Create, modify, update strategies, approaches and plans that synthesize informationregarding the customer, competitor and the company’s strengths and weaknesses toinform go to market planning and capture strategy• Work with proposal support team and subject matter experts to develop winningproposals, ensuring capture insights and win strategies are properly integrated and thefinal product meets all targets for quality and compliance• Support other business development and sales professionals (e.g., qualificationresearch, editorial support, volume management, review participation) when necessary,as part of a team-first capture and proposal organization.• Work with Recruiting and account leadership to identify, recruit and retain qualifiedresources

• Interpret technical and management requirements of Federal Government solicitations(e.g., RFP/RFQs, RTEP/TOPRs, RFIs etc.)• Conduct gap analysis to include capabilities, qualifications, technical and competitive

Minimum Qualifications

• Bachelor’s Degree and at least 10 years of business development and/or capture,management experience.• Demonstrated track record of driving new business growth in the Veteran Health market• Evidence of successful oversight of business development and capture processincluding the development of Management, Technical and past performanceapproaches, cost volume management, teaming, pricing strategies and competitiveassessments: demonstrated track record of producing high quality, winning proposals• Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively withdiverse group of managers, industry leaders, and government key stakeholders• Strong leadership skills with an ability to coach, lead, motivate and influence others tosupport corporate goals and objectives to produce a winning proposal within budget andschedule constraint• Excellent writing, organizational, and verbal communication skills.• Ability to work in high stress, high paced environments to meet deadlines• Ability to manage multiple projects simultaneously• Ability to work with multi-faceted and often geographically disparate teams

Desired Qualifications

• An understanding of Information Technologies being deployed in the Federal Space toinclude Cloud migration and operations, Agile Development, Infrastructuremodernization, and Cyber Security• An understanding of Federal Healthcare drivers and digital technologies such asElectronic Health Records, Claims processing and payment, and Federal standards andmandates.• Proven leadership skills in developing, organizing and executing significant captureactivities, including building industry teams, assessing win probability and ensuringtimely execution of customer call plans to win business with new and existing customers.• Ability to understand profit and loss calculations and basic business finance• Ability to help formulate winning technical, management, past performance, cost andorals presentations strategies• Familiarity with Federal contracting market frequently used resources and informationsources to gain insights into potential opportunities.
