POSITION PURPOSE :

To assist in ensuring compliance with Generally Accepted Accounting Principles (GAAP) and Government policies for the Federal plan, conversion plan, and to manage the accounting and financial reporting of the pension, incentive and compensation plans.

NATURE AND SCOPE :

This position reports to the Senior Staff Accountant.

This position requires reconciliation and analysis experience, an understanding of GAAP and ERISA regulations, non-profit tax and information reporting knowledge, computer proficiency in MS Excel, and the ability to learn new software systems. The incumbent is expected to maintain a current understanding of complex accounting issues related to this position and recommend operational changes, as needed.

This position supervises, motivates, directs and guides the accounting clerks in the maintenance and processing of payroll and accounts payable bookkeeping in an accurate and timely manner. Duties include overseeing the weekly payroll processing in ADP, preparing payroll related general ledger entries, performing payroll related general ledger variance analysis, preparing 401K file submissions and funding, and overseeing the accounts payable function in its entirety.

The incumbent is responsible for managing the resources within the unit; this includes, but is not limited to : administering APWU Health Plan policy and corrective action, handling employee / labor-relations issues, allocating resources based on workload considerations, and ensuring that appropriate processing policies and guidelines are followed consistently. Also, responsible for maintaining unit statistics, objectives, procedures and reports and ensuring that the Quality Assurance and unit productivity expectations are met. Additionally, training members of the Bargaining Unit staff as appropriate and representing the unit in various capacities within the Plan.

This individual is responsible for assisting in the preparation and analysis of financial statements, general ledger entries, tax reporting and preparation of government reporting to the Office of Personnel Management (OPM). Also will manage the Pension Plans, VEBA Trust, Compensation Account and Incentive Program.

The individual will provide reports / information to the Senior Accountants and Finance Manager as requested. The incumbent is expected to recommend operational improvements including the automation of appropriate accounting functions.

The incumbent will provide reports / information as requested, assist in the preparation of the annual / quarterly audits performed by an independent accounting firm, which includes preparation of required schedules, confirmations and review of reports and represent the unit in various capacities within the Plan as assigned.

PRIMARY ACCOUNTABILITIES :

Monitor accounting policies, procedures and practices for compliance with applicable laws, Generally Accepted Accounting Principles and changes in legislative measures.

Manage the accounting and financial reporting for the Employee Staff Pension Plan, Management Staff Pension Plan, Health and Welfare Trust Life Insurance Plan and Health Insurance Plan.

Prepare journal entries related to the Federal Plan, Defined, Management & Employees’ Pension Plans, Post-Retirement Benefit Plans, Dental and Vision Benefit Plans.

Prepare reconciliations for the Federal, and Pension Plans, and the Health and Welfare Trust.

Complete monthly PNC Visa company credit card transaction and journal entry support timely and accurately.

Administer plan personnel policies / CBA accurately and equitably.

Approve Finance Department time off requests / weekly timecards for Finance Bargaining Unit Employees

Operate within the unit budget.

Supervise, motivate and counsel assigned staff.

Complete payroll and all payroll related tasks accurately and timely.

Update standards and unit procedures on a timely basis.

Complete assignments in a timely manner.

Perform other duties as assigned.

QUALIFICATIONS :

BS Degree in Accounting or Finance or equivalent combination of Accounting coursework and experience

Minimum one to three years of experience in audit, accounting, or in a governmental accounting position.

Working knowledge of the Federal Acquisition Regulations (FARS) and governmental accounting experience desirable.

Must be capable of obtaining / maintaining government clearance through OPM

Excellent analytical, time-management, and organizational skills

Strong verbal and written communication skills

Proficient in Microsoft Office Products; ability to learn new software programs

Understanding of IRS Publication 15 – Circular E and the related supplemental Publication 15-A, as well as Generally Accepted Accounting Principles.

Working knowledge of payroll processing, and state and federal payroll reporting requirements.

Prior supervisory experience preferred.
