Summary:
Under the supervision of the Director of Clinical Services, leads a team of Behavior Intervention Specialists in providing services to individuals served by Arc GLOW. Provides consultation services to agency staff. Performs assessments, tests and measures as needed for treatment planning and for providing Day Program or Residential Supports. Assists in staff training in issues pertaining to behavior management, as well as other issues related to developmental disabilities. Develops and oversees the implementation of Behavior Support Plans for individuals we support. Works with family members and other collaterals to enhance effectiveness of treatment. Collaborates as a member of an interdisciplinary team.

Knowledge, Skills, & Abilities:
Per 633.16 Regulations- Level 1
(1) at least a Master’s degree from a program in a clinical or treatment field of psychology, social work, school psychology, or applied psychology as it relates to human development and clinical interventions, and documented training in assessment techniques and behavior support plan development; or
(2) a national board certification in behavior analysis (BCBA) and a Master's degree in:
(i) behavior analysis; or
(ii) a field closely related to clinical or community psychology that is approved by OPWDD; or
(3) a New York State license in mental health counseling; and
(b) have at least five years of experience:
(1) working directly with individuals with developmental disabilities, including the development, implementation, and monitoring of behavior support plans; and/or
(2) providing supervision and training to others in the implementation of behavior support plans.

Essential functions:
- Oversees the delivery of behavior support services by the agency’s team of Behavior Intervention Specialists (BIS). Instructs assigned BIS in the development of quality
- Behavior Support Plans (BSPs) and Mental Health Medication Monitoring Plans (MMHMPs), ensuring the plans adhere to the OPWDD Behavioral regulations (Part 633.16).
- Maintains and demonstrates a thorough understanding of OPWDD Behavioral regulations, completing all of the required elements (Functional Behavioral Assessments, Informed Consent) according to the regulation specifications and required timeframes for review/revision. Completes, or ensures delegated staff complete, and document the training of staff in a timely manner.
- Maintains a caseload of individuals supported. Conducts Functional Behavior Assessments utilizing both indirect and direct methods. Develops and maintains written Behavior Support Plans (BSPs) that follow clinical standards. Teach, train, model, prompt and observe, with feedback necessary to reinforce methods and interventions addressed in BSP. Develops and maintains Mental Health Monitoring Plans for people with co-occuring psychiatric diagnoses for behavioral symptom management. Ensure the integration, consistency and appropriateness of plans, based on the individual’s needs.
- Submits BSPs to the agency Human Rights Committee for review, discussion and approval. Submits complete BSP packets, with all of the required elements. Attends HRC meeting to discuss the requested restrictions and implements any revisions requested by HRC.
- Provides training to staff in managing difficult behaviors and assists with crisis intervention. Teaches the Strategies for Crisis Intervention and Prevention –Revised (SCIP-R) behavior curriculum to agency staff.
- Meets with Licensed Psychologist as needed to discuss individual’s behaviors, assess data and determine possible revision of approach/Plan methodology.
- Performs a variety of staff supervisory functions, including, but not limited to, BIS hiring, orientation, training, scheduling, performance evaluation, etc. Meets regularly with staff under direct supervision to discuss performance and service delivery.
- Services as a liaison for OPWDD’s High Risk Committee and assists with the development of Risk Management Plans, including overseeing the completion of Risk Assessments.
- Provides consultation and in-service training to agency staff. Participates in training opportunities to enhance, acquire and develop knowledge of developmental disabilities.
- Provides services at non-traditional business hours, at program service sites as needed.
- Documents individuals’ progress, ensures completion of other recordkeeping tasks as per agency/program policies and procedures.
- Assumes additional related responsibilities at the discretion of the Director of Clinical Services
- Participates on agency committees as requested or needed.
- Participates in quality assurance and compliance activities as needed.

- Ability to effectively present information and respond to individuals, their families, employees, representatives of oversight agencies, and other service providers.
- Ability to solve practical problems and deal with a variety of options in situations where only limited instructions exist.
- Must be able to talk, hear, sit for extended periods of time, stand for limited periods of time, use hand to finger, stretch with hands and arms, stooping or crouching,
- Must be able to lift 50 pounds.
- Physical agility and ability to react to emergency situations, including maintaining Strategies for Crisis Intervention and Prevention (SCIP-R) and/or PROMOTE Curriculum certification as per OPWDD regulations
- Be physically able to assist individuals in transferring from wheelchair to other seat when needed.
- May be required to prevent an adult from falling, assisting an adult to his/her feet, etc.
- Walk up and down stairs.
