Summary

This position is located in the Architect of the Capitol, Office of the Chief of Operations, Superintendent Library Buildings and Grounds; Assistant Superintendent, Facilities Support Division; Fort Meade Operations and Maintenance Branch day and / or evening shifts. The incumbent serves as an Assistant Supervisor, supervising workers performing general operations, maintenance and repair of facilities and equipment.

  • Duties

    TOUR OF DUTY : 2nd shift : Monday - Friday - 2 : 00 pm - 10 : 30 pm; 3rd Shift : Monday - Friday - 10 : 00 pm - 6 : 30 am

  • The Maintenance Mechanic is designated as "Emergency / Essential" and will be required to report to work during emergencies and inclement weather conditions.
  • Duties quotes at the WS-10 level; This is a career ladder position requiring the incumbent to perform progressively more complex duties and responsibilities leading to the full performance level

    The selectee will enjoy non-competitive promotion potential up to the WS-11.

    Supervisory Responsibilities

    Incumbent plans use of subordinate workers' equipment, facilities and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, work sequences and plans work assignments based on general work schedules, methods and policies set by higher level management. Coordinates Section work operations with related work functions. Determines the number and types of workers needed to accomplish specific projects. Redirects individual workers and resources to accomplish unanticipated work or equipment failure. Informs the Supervisor of the need to revise work schedules.

    Resolves staffing, and work operations problems. Establishes or revises standard operating procedures for the work operation.

    Plans and establishes leave schedules. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on performance, sets performance standards, and makes formal appraisals of subordinates' work performance. Interviews candidates for vacancies and recommends promotion or reassignment of employees. Counsels employees on problems and takes action on formal complaints. Promotes a positive work environment and the participation of employees in such programs as the suggestion program. Maintains production reports and records.

    Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.     Building Operations and Maintenance

    Manages, monitors and troubleshoots building equipment and systems (i.e. Building Automation System, HVAC DDC Systems, Fire Alarm System, Maintenance Management System (TMA), etc.).

    Operates, maintains, and repairs facility equipment and systems in order to meet the overall goal of archival preservation of documents, books, videos, and other media.

    Observes work in progress, investigates work related problems and determines causes. Implements corrective actions to resolve work problems. Utilizes TMA to manage workload and ensure preventative maintenance, demand work orders and corrective work orders are completed in a timely fashion.

    Acts as the Responsible Contact Person (RCP) during emergencies to ensure proper communication and coordination between responding parties. Ensures daily communications are completed with management and other supervisors.

    The incumbent is responsible for utilizing a thorough knowledge of and compliance with all OSHA safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training to ensure that all direct reports know how to use required Personal Protective Equipment (PPE). Routinely checks to verify that subordinates are using all required PPE.

    Employees will require knowledge of hazardous (e.g. lead paint and solvents), universal (e.g. lamps and batteries, and / or non-hazardous (e.g. oil and polychlorinated biphenyl) waste management requirements to ensure compliance with environmental regulations in performance of duties (e.g. decide hazardous material is no longer needed and will be disposed, select containers for waste accumulation, add waste to containers, label containers, move waste to and from waste accumulation sites, manage waste accumulation sites and provide waste management guidance / answer questions concerning waste management).

    Contracting Oversight Responsibilities

    Inspects work in progress by outside contractors and workers from the Construction Division and other maintenance personnel assigned to the Library of Congress for compliance with Office of the Superintendent policies.

    Manages and maintains an inventory of spare parts. Purchasing materials using TMA to ensure appropriate inventory levels are maintained.

    Performs other related duties as assigned.
