Summary
This position is located in the Architect of the Capitol (AOC), Office of the Chief Engineer. The selectee will be responsible for overseeing the development of long-range planning documentation and studies, position papers, program development, and project management in support of the Capitol Complex Master Plan.

Duties
The selectee manages annual updates to the Capital Improvements Plans (CIPs) that coordinate the location, timing, and funding of capital improvements for all Jurisdictions over a multi-year period, coordinates planning activities with other agencies within the Washington, DC area and must possess, to a high degree, technical judgment, tact, imagination, and resourcefulness.
MAJOR DUTIES :
The individual selected for this position will perform the following :
Supervisory Duties
Exercises the full range of supervisory responsibilities for a team of staff with additional assigned employees supporting efforts across OCE.
Establishes guidelines and performance expectations for employees, which are clearly communicated through the formal employee performance management system; Establishes performance goals, develops individual development plans, and ensures a mutual understanding of the performance standards.
Provides guidance on performance evaluations, including due dates, adequacy of the plans and evaluations.
Provides advice and counsel to workers related to work and administrative matters.
Provides for employee skills enrichment and development through identification of opportunities for coaching, mentoring, and training and strives to achieve a standard level of work and collegiality across the team.
Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements.
Provides on-the-job training to direct reports in a broad range of areas.
Land Use Planning and Projects
Manages all facets of Master Planning including five-and ten-year planning strategies, GIS mapping, and other related planning guidance.
Responsible for maintenance of the Master Plan and its various components including integrating all facility and grounds-related plans and programs within the agency; Coordinates updates to the Capitol Complex Master Plan and periodically reviews it to ensure that it supports the agency's stated goals and objectives and subsequently directs changes as required.
Supervises the work of subordinate planners in the development of annual updates to each Jurisdiction's Capital Improvements Plan (CIP), defines and implements clear steps to implement the Capitol Complex Master Plan objectives, and oversees project identification and development to remediate priority deferred maintenance and capital renewal backlog, through the CIP's.
Develops or reviews information and plans and makes recommendations on complex planning problems related to a variety of land uses involving conflicting factors, economic growth, and the social and cultural welfare involving Virginia, Maryland, the District of Columbia, and local municipalities.
Coordinates Real Property data ensuring all real property actions agree with the Master Plan and master planning guidelines; Coordinates and negotiates with other high-level professionals in associated fields.
Acts as a Project Manager or Program Manager on wide-ranging planning projects and is responsible for independently administering multiple projects and programs some of major size, scope, and complexity in accordance with AOC best practices, which may include definition and preparation of project scope, initial cost estimates, and estimated project duration.
Outside Agency Liaison and Coordination
Serves as master planning subject matter expert and is the chief liaison for the agency representing the agency at meetings of local and state governments, outside agencies, and congressional staffers on matters relating to long-range planning and other real property initiatives.
Prepares reports, briefings, and papers based upon these meetings and applies the information to the AOC through recommendations on impacted planning issues.
Advice and Guidance
Prepares planning requirements and criteria for complex, high-value projects for design and construction or other modifications of facilities and grounds and is seen as a technical expert in the area of planning.
Provides counsel to agency management on broad planning issues requiring decisions that may have substantial future impact.
Resolves technical difficulties as well as issues that can be overcome by changes in approach, criteria, or requirements.
Develops position papers and briefings to the Architect of the Capitol and members of Congress; Advises the agency on state-of-the-art policies and procedures for facility programming and facility design and construction. Leads charrettes and facilitates workshops with agency directors and other stakeholders.
Performs other related duties as assigned.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and / or educational requirements) for the advertised position. Specialized experience : is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service.

In addition to meeting the specialized experience requirements for this position, applicants must possess the following :
Basic Requirement For Community Planning :
1. Degree : Community Planning ; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
Note : Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
2. Combination of education and experience : Courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
