The Grant Accountant/Manager will be responsible for managing all financial aspects of grants, maintaining compliance with grant conditions and the USDA ReConnect program, and providing accurate and timely financial reporting. This position is pivotal in overseeing the financial portion of all grant funded projects, maintaining cost control, reviewing all charges for allowability, and maintaining strong relationships with grant agencies.
Principle Accountabilities
- Serve as primary financial contact for all granting agencies, ensuring ASTAC’s compliance with conditions and requirements.
- Manage grant funding, including tracking financial status and drawing funds as needed.
- Work closely with the Plant Accountant to monitor spend on grant projects to ensure that all expenditures are allowed under the grant and are in line with the grant budget.
- Facilitate monthly meetings with the project managers to exchange information on spend, project timeline, and any issues/roadblocks encountered.
- Review and implement grant budgets in accordance with reporting requirements.
- Perform close-out reporting for all grants, including final cost reports and compliance with 2 CFR200.
- Report on the results of the monthly project meetings for the executive team.
- Follow and enforce all company internal controls to ensure financial integrity and grant and audit compliance, working closely with Chief Financial Officer (CFO)
- Complete all financial reporting for the grants.
- Provide all grant related support for the annual financial and CFR audits.
- Maintain user confidence and protect operations by keeping information confidential.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, participating in professional societies.
Knowledge, Skills, and Abilities
- Work independently in complex situations and tasks
- Understand the allowable expenses and reporting requirements of each of the grants and the differences between them.
- Excellent communications skills (both verbal and written) and the ability to interact professionally with a diverse group of people, including, business partners, project managers, and executives.
- Strong listening and analytical skills are required to determine the needs and requirements of each of the grants.
- Strong facilitation skills are required, both in person and via teleconference or videoconference
- Well organized, with attention to detail
- Excellent organizational skills allowing to manage multiple grants simultaneously.
- Ability to meet deadlines
- Proficient with MS Office Suite, and advanced Excel functions.
- Excellent knowledge of grant information sources.
Education and Experience Required
- Bachelor’s degree in accounting, Finance, or similar field with three or more years of accounting experience. Experience can be substituted for education at the discretion of the hiring manager.
- Minimum of 5 years of experience in managing grants in either a not-for-profit or commercial setting.
- Telecommunications industry experience is preferred.
- Self-starter with the ability to multi-task and work independently with people at all levels of the organization
- This position requires experience reading grant documents, communicating the grant requirements, monitoring, and analyzing grant spend, and facilitating all grant reporting.
